2. The period of European Community participation in the governance of the Mostar City Opstina is planned for two years.

The Mostar City Opstina shall have those governmental functions and powers that opstinas have under current legislation, subject to the authority of the EC Administrator, to be used only in exceptional circumstances.
وتكون لمنطقة مدينة موستار نفس ما للمناطق من مهام وسلطات حكومية في ظل التشريع الحالي، رهنا بسلطة المدير الاداري التابع للجماعة اﻷوروبية، على ألا تستخدم تلك السلطة إلا في ظروف استثنائية.

4. Mostar City Opstina shall be governed by an EC Administrator appointed by the President of the European Council.

5. The EC Administrator shall establish courts of first instance and an appellate court in the Mostar City opstina.
