Governments should develop, strengthen or maintain a strong consumer protection policy, taking into account the guidelines set out below and international agreements, such as those related to sustainable development.

The Committee recommends that the State party undertake the following measures, taking into account the guidelines for the Alternative Care of Children annexed to United Nations General Assembly resolution 64/142 of 18 December 2009:

The Meeting of the Parties shall adopt at its first session, and periodically review thereafter, guidelines for the review of implementation by expert review teams and the identification of questions of implementation by the secretariat, taking into account guidelines for the review of communications adopted by the Conference of the Parties to the Convention.

The awards for these claims should be adjusted to the amounts appropriate to the proper status of the claims, having regard to the guidelines approved by the Governing Council.
