Any body or agency, whether national or international, governmental or non-governmental, that is qualified in matters covered by the platform and has informed the Secretariat of its wish to be represented at a session as an observer may be so represented unless at least one third of the members of the platform present at the meeting object.
1 - يجوز لأي هيئة أو وكالة، سواء كانت وطنية أو دولية، حكومية أو غير حكومية، مؤهلة في المسائل التي يتناولها المنبر تكون قد أخطرت الأمانة برغبتها في أن تمثَّل في دورة بصفة مراقب أن تمثَّل على هذا النحو إلا إذا اعترض الثُلث على الأقل من أعضاء المنبر الحاضرين في الجلسة.

1 - يجوز لأي هيئة أو وكالة، سواء كانت وطنية أو دولية، حكومية أو غير حكومية، مؤهلة في المسائل التي يتناولها المنبر تكون قد أخطرت الأمانة برغبتها في أن تمثَّل في دورة بصفة مراقب أن تمثَّل على هذا النحو إلا إذا اعترض على ذلك الثلث (الثلثان) على الأقل من أعضاء المنبر الحاضرين في الجلسة.
