Section 17 of the Emergency Decree provides protection for officials only in circumstances where they have carried out their duties in good faith, in a non-discriminatory and reasonable manner, not exceeding the extent necessary.
فالمادة 17 من مرسوم الطوارئ لا توفّر الحماية للمسؤولين إلا في الظروف التي يكونون قد أدوا واجباتهم فيها بحُسن نية وبطريقة معقولة وغير تمييزية وبما لا تتجاوز الحد الضروري.

46. With regard to the Emergency Decree in the Southern Border Provinces, Thailand considered that the violence had substantiated the need for special security laws.
46- وعن مرسوم الطوارئ في مقاطعات الحدود الجنوبية، قالت تايلند إنها ترى أن العنف فرض سن قوانين أمنية خاصة.

However, the Emergency Decree did not provide for impunity of government officials, nor arbitrary arrest or detention of suspects for indefinite periods of time without trial.

Repeal section 17 of the Emergency Decree (Switzerland); 89.20.

Under section 17 of the Emergency Decree, officials were immune from civil, criminal or disciplinary liabilities so long as they were acting in good faith and in a manner not unreasonable to the circumstances.
وتمنح المادة 17 من مرسوم الطوارئ للمسؤولين حصانة من المسؤولية المدنية أو الجنائية أو التأديبية إذا كانوا يتصرفون بنية حسنة وبطريقة متناسبة مع الظروف.

The Committee has noted that, while the Emergency Decree of 1992 relating to “subversion of terrorism” has been repealed, some of its provisions have been incorporated in the normal penal laws.

In accordance with this Law, Government Emergency Ordinance No. 141/2001 and Government Emergency Ordinance No. 159/2001 had been abolished and a Department for Investigation of Organized Crime and Terrorism had been established in the Prosecutor's Office of the High Court of Cassation and Justice.
وبحكم هذا القانون، أُلغي مرسوم الطوارئ الحكومي رقم 141/2001 ومرسوم الطوارئ الحكومي رقم 159/2001، وأُنشئت إدارة للتحقيق في الجريمة المنظمة والإرهاب في مكتب المدعي العام بالمحكمة العليا للنقض والعدالة.

Art. 20 paragraph 3 of Emergency Ordinance no.137/2000 stipulates that the sanctions and findings of the minor offences provided for in this ordinance shall be conducted by the members of the National Council for Combating Discrimination.
والفقرة 3 من المادة 20 من مرسوم الطوارئ رقم 137/2000 تنص على أن عقوبات وأحكام المخالفات الثانوية المنصوص عليها في هذا المرسوم سيطبقها أعضاء المجلس الوطني لمكافحة التمييز.

30. The Government of Romania, in its communication dated 25 May 2004, reported that Emergency Ordinance No. 194/2002 set the rules for the entry, stay and departure of aliens, the rights and obligations thereof, as well as specific measures to control immigration.
30 - وذكرت حكومة رومانيا، في رسالتها المؤرخة 25 أيار/مايو 2004، أن مرسوم الطوارئ رقم 194/2002 يُرسي قواعد دخول الأجانب وإقامتهم ومغادرتهم، وحقوقهم والتزاماتهم بهذا الشأن، وكذلك تدابير محددة لمراقبة الهجرة.

The target groups specified by the legal provisions are the national, sexual, ethnic, racial minorities, social categories disfavored on grounds of beliefs, age, sex or sexual orientation -- art. 10 of Emergency Ordinance No. 137/2000.
والمجموعات المستهدفة التي نصت عليها الأحكام القانونية هي الأقليات الوطنية والجنسية والعرقية والعنصرية، والفئات الاجتماعية غير المفضلة على أساس المعتقدات أو السن أو الجنس أو التوجه الجنسي - المادة 10 من مرسوم الطوارئ رقم 137/2000.

It expresses regret that measures such as the NED have fostered stereotypes, prejudices and negative attitudes towards these communities.
وتعرب عن أسفها لأن تدابير مثل مرسوم الطوارئ بشأن الرحّل أدى إلى تعزيز الصور النمطية ومواقف التحيز والمواقف السلبية إزاء هذه المجتمعات.
