The present report sets forth an amendment to the instrument for the establishment of the Restructured Global Environment Facility (GEF).

Recalling also the decision of the first session of the COP on the maintenance of the interim arrangements referred to in Article 21.3 that the restructured GEF shall continue, on an interim basis, to be the international entity entrusted with the operation of the financial mechanism, referred to in Article 11,
وإذ يشيران أيضا الى مقرر مؤتمر اﻷطراف في دورته اﻷولى بشأن اﻹبقاء على الترتيبات المؤقتة المشار اليها في الفقرة ٣ من المادة ١٢ بأن يظل مرفق البيئة العالمية المعاد تشكيله الكيان الدولي المكلف بتشغيل اﻵلية المالية المشار اليها في المادة ١١ من الاتفاقية وذلك بصفة مؤقتة،

12. Further notes the decision taken by the Council of the Global Environment Facility in December 2006 to invite the fourth Assembly of the Facility to amend the Instrument for the Establishment of the Restructured Global Environment Facility so as to list the United Nations Convention to Combat Desertification among the conventions for which the Facility plays the role of financial mechanism;
12 - تلاحظ كذلك قرار مجلس مرفق البيئة العالمية في كانون الأول/ديسمبر 2006 دعوة الجمعية الرابعة للمرفق إلى تعديل صك إنشاء مرفق البيئة العالمية المعاد تشكيله من أجل إدراج اتفاقية الأمم المتحدة لمكافحة التصحر ضمن قائمة الاتفاقيات التي يضطلع فيها المرفق بدور الآلية المالية()؛

ثانيا - التعديل على صك إنشاء مرفق البيئة العالمية المعاد تشكيله

The instrument for the establishment of the Restructured Global Environment Facility provides the following procedures for the amendment of the instrument:
1 - ينص صك إنشاء مرفق البيئة العالمية المعاد تشكيله على الإجراءات التالية من أجل تعديل الصك:

The Russian Federation is not an Annex II Party to the Convention, although it is a member of the Restructured Global Environment Facility since 1994.
٥١- والاتحاد الروسي ليس أحد اﻷطراف المدرجة في المرفق الثاني من الاتفاقية، على الرغم من أنه عضو، منذ عام ٤٩٩١، في مرفق البيئة العالمية المعاد تشكيله.

2. Decides to adopt the amendments to the Instrument for the Establishment of the Restructured Global Environment Facility as approved by the Fifth Assembly of the Global Environment Facility held in Cancún, Mexico on 28-29 May 2014;
2 - يقرر اعتماد التعديلات على صك إنشاء مرفق البيئة العالمية المعاد تشكيله على النحو الذي وافقت عليه الجمعية الخامسة لمرفق البيئة العالمية في اجتماعها الذي عقد في كانكون، المكسيك، في 28-29 أيار/مايو 2014؛

Recalling further the willingness of the GEF to serve for the purposes of the financial mechanism of the Convention as provided in paragraph 6 of the Instrument for the Establishment of the Restructured Global Environment Facility (hereinafter referred to as " the Instrument " ),
وإذ يشيران كذلك الى استعداد المرفق لخدمة أغراض اﻵلية المالية للاتفاقية وفقا لنص الفقرة ٦ من وثيقة إنشاء مرفق البيئة العالمية المعاد تشكيله )والمشار اليها فيما بعد باسم الوثيقة(،

The description is considered to be consistent with the requirements of the Convention, decisions taken by the Committee and the provisions of the Instrument for the Establishment of the Restructured Global Environment Facility (hereinafter referred to as " the GEF Instrument " ).
ويُعتبر هذا الوصف متسقا مع متطلبات الاتفاقية والمقررات التي اتخذتها اللجنة وأحكام صك إنشاء مرفق البيئة العالمية المعاد تشكيله )ويشار إليه فيما يلي باسم " صك مرفق البيئة العالمية " (.

1. Takes note of the Note of the Administrator concerning proposed amendments to the Instrument for the Establishment of the Restructured Global Environment Facility (DP/2014/23);
1 - يحيط علما بمذكرة مديرة البرنامج بشأن التعديلات المقترحة على صك إنشاء مرفق البيئة العالمية المعاد تشكيله (DP/2014/23)؛

The GEF Assembly is also responsible for considering and approving proposed amendments to the Instrument for the Establishment of the Restructured Global Environment Facility (GEF Instrument), the set of rules by which the GEF operates.
وجمعية مرفق البيئة العالمية مسؤولة أيضا عن النظر والموافقة على التعديلات المقترحة على صك إنشاء مرفق البيئة العالمية المعاد تشكيله (صك مرفق البيئة العالمية)، ومجموعة القواعد التي يعمل بها المرفق.

1. Takes note of the note of the Administrator concerning proposed amendments to the Instrument for the Establishment of the Restructured Global Environment Facility (DP/2014/23);
١ - يحيط علما بمذكرة مديرة البرنامج بشأن التعديلات المقترحة على صك إنشاء مرفق البيئة العالمية المعاد تشكيله (DP/2014/23)؛

2. Decides to adopt the amendments to the Instrument for the Establishment of the Restructured Global Environment Facility as approved by the Fifth Assembly of the Global Environment Facility held in Cancún, Mexico on 28-29 May 2014;
٢ - يقرر اعتماد التعديلات على صك إنشاء مرفق البيئة العالمية المعاد تشكيله بالصيغة التي وافقت عليها الجمعية الخامسة لمرفق البيئة العالمية في اجتماعها الذي عقدته في كانكون، المكسيك، في 28 و 29 أيار/مايو 2014؛

10. The instrument for the establishment of the restructured GEF refers to the reporting responsibilities and the information linkage between the Commission and GEF.
١٠ - ويشير الصك المتعلق بإنشاء مرفق البيئة العالمية المعاد تشكيله الى مسؤوليات الابلاغ الصلة بين اللجنة والمرفق في مجال المعلومات.

1. Decides that the restructured GEF shall continue, on an interim basis, to be the international entity entrusted with the operation of the financial mechanism referred to in Article 11 of the Convention;
١ - يقرر أن يظل مرفق البيئة العالمية المعاد تشكيله الكيان الدولي المكلف بتشغيل اﻵلية المالية المشار إليها في المادة ١١ من الاتفاقية، وذلك بصفة مؤقتة؛

" 11.
