An additional regional implementation annex or amendment to any regional implementation annex that has been adopted in accordance with paragraph 1, shall enter into force for all Parties to the Convention six months after the date of the communication by the Depositary to such Parties of the adoption of such annex or amendment, except with respect to:

Governmental commitment to the UNCCD in affected countries, which have joined a regional implementation annex, must express itself in an allocation, under the national budget, to combat desertification and mitigate the effects of drought, as well as through the adoption of incentives to combat desertification at the local level.

Although UNOPS may have been cautious as regards the impact of the restructuring on revenue, the event did in fact impact on its revenue-generating ability and it was only through the significant revenue levels achieved by its Afghanistan Project Implementation Facility that UNOPS was able to reduce the total effect on its revenue.

The higher-than-anticipated expenditure level is primarily attributable to additional expenditure incurred by the UNOPS Afghanistan Implementation Facility (APIF), which grew rapidly during the course of the biennium and now contributes approximately 45 per cent of revenue earned under the project portfolio of services.

In that same month, the UNOPS Afghanistan Project Implementation Facility was initially forecasted to achieve a delivery level of $75 million, but its actual delivery for 2004, based on preliminary results as at May 2005, was $136.6 million, representing an 82 per cent increase over budgeted delivery.
