10. Russia's approach is based on the following provisions of principle which we consistently uphold in discussing the issue of explosive remnants of war:

16. The Group agreed to hold two meetings of military experts during its second session in July under the chairmanship of Col. Erwin Dahinden of Switzerland to deal with the issue of explosive remnants of war.

In accordance with the decision taken at the Second Review Conference of the States Parties to the Convention on Prohibitions or Restrictions on the Use of Certain Conventional Weapons Which May be Deemed to be Excessively Injurious or to Have Indiscriminate Effects (CCW) a Group of Governmental Experts shall discuss ways and means to address the issue of explosive remnants of war (ERW).
1-1 وفقاً لمقرر اتخذ في المؤتمر الاستعراضي الثاني للدول الأطراف في اتفاقية حظر أو تقييد أسلحة تقليدية معينة يمكن اعتبارها مفرطة الضرر أو عشوائية الأثر سيقوم فريق خبراء حكوميين ببحث سبل ووسائل معالجة مسألة المتفجرات من مخلفات الحرب.

33. Responding to the appeal made by the International Committee of the Red Cross, the Netherlands, supported by many States parties to the Convention, had formally proposed that the issue of explosive remnants of war should be placed on the agenda of the meetings of the States parties.
33- وذكَّر السيد لاندمان بأن هولندا، استجابة منها لنداء اللجنة الدولية للصليب الأحمر، كانت قد اقترحت رسمياً، بدعم من عدد من الدول الأطراف في الاتفاقية، تسجيل مسألة المتفجرات من مخلفات الحرب في جدول أعمال اجتماعات الدول الأطراف.

32. Mr. Wu Haitao (China) said that China believed that, to resolve the issue of explosive remnants of war in a more effective way, the principle of user responsibility for clearance should be observed. That approach would encourage States to adopt a more responsible attitude and to exercise restraint in the purchase and transfer of relevant weapons.
32- السيد وو هايتاو (الصين) قال إن الصين ترى أن حل مسألة المتفجرات من مخلفات الحرب بصورة فعالة يقتضي احترام مبدأ " المُلوِّث يدفع " وذلك بهدف حفز البلدان على تبني موقف يتسم بقدر أكبر من المسؤولية وعلى التحلي بالانضباط لدى شراء ونقل الأسلحة المُجرَّمة.

Belarus was ready to participate in the annual exchange of views under Protocol V and believed that the database that was being developed would help to promote effective cooperation between States on Explosive Remnants of War.
وإن بيلاروس على استعداد للمشاركة في تبادل الآراء السنوي في إطار البروتوكول الخامس وترى أن قاعدة البيانات قيد الإنشاء يمكن أن تشجع التعاون الفعال بين الدول في مسألة المتفجرات من مخلفات الحرب.

As had been pointed out in the Preparatory Committee, a settlement on the question of explosive remnants of war would be of military as well as humanitarian benefit.

Annex A 7. The Group of Governmental Experts of States Parties to the CCW agreed at its first session (Geneva 21-24 May 2002) to have meetings of military experts on the issue of ERW at its next session in July.
