ويـُـنظر إلى العملية الانتخابية التي يتم من خلالها انتخاب مسؤولين عامين يمثلون سياسات تتطابق مع تصورات المواطنين لأولوياتهم واحتياجاتهم، ويدافعـون عن هذه السياسات، بأنها الشكل الذي يمثل النطاق الأوسع لإشراك المواطنين في رسم السياسات.

What excuse could exist today for defending the notion that people do not have the capacity to elect public officials and to send them home through regular elections when those people believe that the politicians have not done well enough? It is clear that democracy is vulnerable when there is no sincere consensus on the rules of the game, and that this will lead directly to totalitarianism, corruption and manipulation.
وأي عذر يمكن أن يقدم اليوم للدفاع عن فكرة أن الناس ليست لديهم القدرة على انتخاب مسؤولين عامين أو إقصائهم من خلال انتخابات منتظمة عندما يرى أولئك الناس أن السياسيين الذين انتخبوهم لم يكونوا على مستوى المسؤولية؟ من الواضح أن الديمقراطية تكون ضعيفة عندما لا يكون هناك توافق آراء مخلص بشأن قواعد اللعبة، وأن هذا من شأنه أن يؤدي مباشرة إلى الدكتاتورية والفساد والتلاعب.

However, illegal weapons do not have that protection, and their war-time use easily meets the rest of the definition of torture: their use causes severe pain and suffering, both physical and mental; their use is intentional; they are used to unduly coerce the enemy or the civilian population into surrender, submission or other state favourable to the user of the weapons; and their use is under the direct order of public officials.
غير أن اﻷسلحة غير القانونية لا تحظى بهذه الحماية وينطبق على استخدامها وقت الحرب بقية تعريف التعذيب بسهولة: فاستخدامها يسبب ألما ومعاناة شديدين، جسديا وعقليا معاً؛ وهي تستخدم عمداً؛ وتستخدم بقصد إرغام العدو أو المدنيين، قهرا، على الاستسلام أو الخضوع أو غير ذلك مما هو ملائم لمستخدم اﻷسلحة، ويخضع استخدامها مباشرة ﻷوامر مسؤولين عامين.

To ensure protection of the security and integrity of Roma, without any discrimination, by adopting measures for preventing racially motivated acts of violence against them; to ensure prompt action by the police, the prosecutors and the judiciary for investigating and punishing such acts; and to ensure that perpetrators, be they public officials or other persons, do not enjoy any degree of impunity.
12- ضمان حماية أمن الغجر وسلامتهم، من دون أي تمييز، باعتماد تدابير تحول دون أعمال العنف ضدهم بدوافع عنصرية، وضمان الإجراءات العاجلة من طرف الشرطة، والمدعين العامين، والقضاء للتحقيق في مثل تلك الأفعال والعقاب عليها، والتأكد من أن مرتكبي تلك الأعمال، مسؤولين عامين كانوا أم أشخاصاً آخرين، لا يمكنهم الإفلات بأي شكل من العقاب.
