وإذ يشدد على التزام المجتمع الدولي بالاستمرار في مساعدة الشعب الصومالي فيما يبذله من جهود ﻷجل استعادة اﻷمن والاستقرار والمصالحة السياسية واستعادة الحياة السلمية العادية وإعادة بناء وإعمار الصومال،

Stressing that the international community is involved in Somalia in order to help the people of Somalia who have suffered untold miseries due to years of civil strife in that country,
وإذ يشدد على أن تواجد المجتمع الدولي في الصومال إنما هو من أجل مساعدة الشعب الصومالي الذي عانى مآسي لا توصف جراء سنوات الصراع المدني في هذا البلد،

In this respect, it was entrusted with assisting the Somali people in rebuilding their economy and their social and political life; restoring their institutional structures; achieving national political reconciliation; and recreating a Somali state based on democratic governance.
وفي هذا الصدد، أناطت ببعثتها مهمة مساعدة الشعب الصومالي على إعادة بناء اقتصاده وحياته الاجتماعية والسياسية؛ واستعادة هياكله المؤسسية؛ وتحقيق المصالحة السياسية الوطنية؛ وإعادة إنشاء دولة صومالية تقوم على الحكم الديمقراطي.

6. The Summit reaffirmed the need to continue to assist the Somali people in finding a peaceful solution to the conflict and further stressed that the ultimate responsibility for resolving the conflict rests with the Somali people.
٦ - وأكد مؤتمر القمة من جديد ضرورة مواصلة مساعدة الشعب الصومالي في الوصول إلى حل سلمي للصراع. وشدد كذلك على أن المسؤولية النهائية لحل الصراع تقع على عاتق الشعب الصومالي.

The draft resolution further urges all States and non-governmental organizations (NGOs) to assist the Somali people in embarking on the rehabilitation of basic social and economic services, as well as institution-building aimed at the restoration of the structures of civil governance throughout Somalia.
ويحث مشروع القرار أيضا جميع الدول والمنظمات غير الحكومية على مساعدة الشعب الصومالي في البدء بإعادة تأهيل الخدمات الاجتماعية والاقتصادية الأساسية، وأيضا بناء المؤسسات بهدف استعادة هياكل الحكم المدني الرشيد في جميع أنحاء الصومال.

It has also proposed a joint mission of high-level representatives of international and regional organizations to visit Somalia and to meet with all relevant personalities and factions to convey the resolve of the international organizations to assist the Somali people and to express the hope that a conference on national reconciliation may be convened at any venue of their choice.
واقترحت أيضا إرسال بعثة مشتركة من ممثلي المنظمات الدولية واﻹقليمية الرفيعي المستوى لزيارة الصومال وللاجتماع بجميع الشخصيات والفصائل ذوي الصلة، وذلك ﻹحاطتهم علما بتصميم المنظمات الدولية على مساعدة الشعب الصومالي ولﻹعراب عن اﻷمل في عقد مؤتمر للمصالحة الوطنية في أي مكان يختارونه.

In the first and second preambular paragraphs the Assembly would recall all the relevant resolutions adopted by the General Assembly, the Security Council and the Economic and Social Council on emergency assistance to Somalia. The fourth preambular paragraph notes the continued efforts of the Secretary-General to assist the Somali people to promote peace, stability and national reconciliation.
وفي هذا الصدد، فإن الجمعية العامة إذ تشير إلى الفقرتين اﻷولى والثانية من الديباجة إلى جميع القرارات ذات الصلة التي اعتمدها كل من مجلس اﻷمن والجمعية العامة والمجلس الاقتصادي والاجتماعي بشأن تقديم المساعدة الطارئة إلى الصومال، فإنها تلاحظ بكل تقدير في الفقرة الرابعة من الديباجة الجهود المستمرة التي يضطلع بها اﻷمين العام من أجل مساعدة الشعب الصومالي لتحقيق اﻷمن والاستقرار والمصالحة الوطنية.

4. Urges all States and relevant intergovernmental and non-governmental organizations to continue the further implementation of resolution 47/160 in order to assist the Somali people in embarking on the rehabilitation of basic social and economic services as well as institution-building aimed at the restoration of civil administration at the local level in all those parts of the country where peace, security and stability prevail;
٤ - تحث جميع الدول والمنظمات الحكومية الدولية والمنظمات غير الحكومية ذات الصلة على أن تواصل متابعة تنفيذ القرار ٤٧/١٦٠ من أجل مساعدة الشعب الصومالي في الشروع في اصلاح الخدمات الاجتماعية والاقتصادية اﻷساسية، وفي بناء المؤسسات بهدف إعادة اقرار الادارة المدنية على الصعيد المحلي في جميع أجزاء البلد التي يسودها السلم واﻷمن والاستقرار؛

We commend the role of the OIC Office of Humanitarian Affairs in Somalia for its outstanding work in assisting the Somali people during the past two years.
48 - نشيد بدور مكتب منظمة التعاون الإسلامي للشؤون الإنسانية في الصومال وما قام به من أعمال جليلة في مساعدة الشعب الصومالي خلال السنتين الماضيتين.

We are pleased to note that today, in spite of the sporadic turmoil of recent months, UNOSOM II has begun to help the Somali people restore the sovereignty and integrity of the State.
ويسعدنا أن نلاحظ، أن عملية اﻷمم المتحدة الثانية في الصومال قد بدأت اليوم، وعلى الرغم من الاضطرابات المتقطعة التي شهدتها الشهور اﻷخيرة، في مساعدة الشعب الصومالي على استعادة سيادته وسلامة دولته.

27. Mr. Traystman (United States of America) said that the international community must support AMISOM in helping the Somali people achieve peace and reconciliation.
