Parties presented some concrete proposals on how to move ahead some of the issues that are under consideration by the ad hoc working groups including, inter alia, on the level of ambition, international assessment and review, and issues on how to account for use of market instruments and LULUCF.

21. Developed country Parties highlighted the importance of market-based mechanisms, which were viewed as cost-effective supplementary measures that could also help to increase the level of ambition.

25. In addition to some specific suggestions contained in the report of the first workshop, a few Parties at the second workshop presented their proposals for further consideration of options and ways to increase the level of ambition.

27. As noted above, some Parties suggested addressing emissions from international aviation and maritime transport as one of the means to increasing the level of ambition and also as a possible source for climate financing.

26. Parties outlined some concrete proposals on options and means to increase the level of ambition with a view to reducing their aggregate anthropogenic emissions of carbon dioxide and other GHGs not controlled by the Montreal Protocol and holding the increase in the global average temperature below 2 ºC above pre-industrial levels.
26- وعرضت الأطراف بعض المقترحات الملموسة بشأن الخيارات والسبل والوسائل المتاحة لرفع مستوى الطموحات سعياً إلى خفض إجمالي انبعاثات ثاني أكسيد الكربون البشرية المنشأ وغيرها من غازات الدفيئة غير الخاضعة لمراقبة بروتوكول كيوتو، والإبقاء على الارتفاع في متوسط درجة الحرارة العالمية دون درجتين مئويتين فوق مستويات ما قبل الثورة الصناعية.

He said that consensus was being sought among the negotiating parties in the following four areas: (a) the level of ambition of emission reductions by developed countries beyond 2012; (b) the nature of mitigation strategies for developing countries; (c) the financial and technological support for mitigation and adaptation actions; and (d) the institutional framework to deliver mitigation and adaptation.

6. The workshop addressed a wide range of issues related to the attainment of the economy-wide emission reduction targets communicated by developed country Parties, including the assumptions and conditions associated with the targets and the use of carbon credits from market-based mechanisms and LULUCF activities, as well as some options and ways to increase the level of ambition.
6- وتناولت حلقة العمل مجموعة كبيرة من المسائل المتعلقة بتحقيق ما أعلنته البلدان المتقدمة الأطراف من أهداف خفض الانبعاثات على نطاق الاقتصاد ككل()، بما في ذلك الافتراضات والشروط المقترنة بالأهداف وباستخدام أرصدة الكربون المتأتية من آليات السوق وأنشطة استخدام الأراضي وتغيير استخدام الأراضي والحراجة، فضلاً عن بعض الخيارات والسبل المتاحة لرفع مستوى الطموحات في هذا المجال.

It was noted that consensus was not found on many important issues, including formula, and that NAMA negotiations had been constrained and conditional upon progress in agriculture, including the level of ambitions.
