82. Mr. Kälin said that, although the text of paragraph 13 had been adopted on first reading, uncertainties remained over its placement within the draft general comment as a whole.

10. Mr. Kälin said his understanding of the outcome of the Committee's debate was that article 14, paragraph 3, did not apply directly to extradition proceedings and therefore paragraph 3 of the draft general comment was in line with the clear language of article 14.

21. Mr. Amor said he thought there was no reason to analyse limitations in paragraph 5 of the draft general comment and therefore suggested changing the paragraph to read: " De nombreuses garanties telles que celles énoncées à l'article 14 ne peuvent être limitées. "
