The Committee regrets that the State party has failed to effectively implement the Committee's previous recommendations regarding the incompatibility of restrictions placed on the Participation of Foreigners in trade unions with article 8 of the Covenant.

152. As of 7 May 2001, the Convention on the Participation of Foreigners in Public Life at Local Level had been ratified by six States - Denmark, Finland, Italy, the Netherlands, Norway and Sweden.
152- وفي 7 أيار/مايو 2001 كانت ست دول قد صادقت على الاتفاقية بشأن مشاركة الأجانب في الحياة العامة على الصعيد المحلي، وهذه الدول هي: إيطاليا، الدانمرك، السويد، فنلندا، النرويج، هولندا.

CoE-ECRI recommended ratification of the European Convention on Nationality and the European Convention on the Participation of Foreigners in Public Life at Local Level.
وأوصت اللجنة الأوروبية لمناهضة العنصرية والتعصب التابعة لمجلس أوروبا بالتصديق على الاتفاقية الأوروبية بشأن الجنسية، والاتفاقية الأوروبية بشأن مشاركة الأجانب في الحياة العامة على الصعيد المحلي(31).

47. EU-FRA noted that Sweden had ratified the CoE's Convention on the Participation of Foreigners in Public Life at Local Level.
47- وأشارت وكالة الاتحاد الأوروبي للحقوق الأساسية إلى تصديق السويد على اتفاقية مشاركة الأجانب في الحياة العامة على الصعيد المحلي(103).

(g) That reinstating the provisions from the 1994 Model Law would eliminate the blanket prohibition on Participation of Foreigners in low-value procurement.
(ز) أن من شأن معاودة الأخذ بأحكام مستمدة من القانون النموذجي لعام 1994 أن يزيل الحظر الشامل على مشاركة الأجانب في عمليات الاشتراء المنخفضة القيمة.

CoE-ECRI reiterated its previous recommendation that San Marino grant eligibility and voting rights in local elections to non-nationals who reside in San Marino, in accordance with the principles enshrined in the Convention on the Participation of Foreigners in Public Life at Local Level.
وكرّرت اللجنة توصيتها السابقة بأن تمنح سان مارينو الأهلية وحقوق التصويت في الانتخابات المحلية لغير المواطنين الذين يقيمون في سان مارينو، وفقاً للمبادئ المكرسة في اتفاقية مشاركة الأجانب في الحياة العامة على الصعيد المحلي(42).

The report considers the European Convention on Human Rights and its jurisprudence, the European Social Charter, the Charter of Fundamental Rights of the European Union, the European Charter for Regional or Minority Languages, the European Convention on Nationality, and the European Convention on the Participation of Foreigners in Public Life at Local Level.
فهو ينظر في الاتفاقية الأوروبية لحقوق الإنسان واجتهاداتها، وفي الميثاق الاجتماعي الأوروبي، وميثاق الحقوق الأساسية للاتحاد الأوروبي، والميثاق الأوروبي المتعلق باللغات الإقليمية أو لغات الأقليات، والاتفاقية الأوروبية بشأن الجنسية، والاتفاقية الأوروبية بشأن مشاركة الأجانب في الحياة العامة على الصعيد المحلي.

The European Commission against Racism and Intolerance (CoE-ECRI) further recommended Belgium to ratify the European Charter for Regional or Minority Languages, the Convention on the Participation of Foreigners in Public Life at Local Level, the UNESCO Convention against Discrimination in Education and the International Convention on the Protection of All Migrant Workers and Members of their Families.
وأوصت اللجنة الأوروبية لمناهضة العنصرية والتعصب بلجيكا كذلك بالتصديق على الميثاق الأوروبي للغات الإقليمية أو لغات الأقليات، وعلى اتفاقية مشاركة الأجانب في الحياة العامة على الصعيد المحلي، وعلى اتفاقية اليونسكو الخاصة بمكافحة التمييز في مجال التعليم والاتفاقية الدولية لحماية حقوق جميع العمال المهاجرين وأفراد أسرهم(5).
