103. Development agencies should ensure the full and effective participation of minority women in the design, implementation, monitoring and evaluation of all programmes or projects that will affect minorities or the regions in which they live.
103- وينبغي أن تكفل وكالات التنمية مشاركة نساء الأقليات مشاركة كاملة وفعالة في وضع جميع البرامج أو المشاريع التي ستُؤثر في الأقليات أو في المناطق التي تعيش فيها وتنفيذها ورصدها وتقييمها.

These would include special measures such as quotas, reserved seats or other such mechanisms to increase the participation of minority women in all forms and levels of governments, including in local authorities and minority traditional forms of governance, as well as in consultative bodies.

The full and effective participation of minority women in economic life is a prerequisite for the achievement of the Millennium Development Goals, especially with regard to Goal 1, target 1 (a), on halving extreme poverty, and target 1 (b), on the achievement of full, productive and decent work for all, and with regard to Goal 3, on the promotion of gender equality.
