According to the report, additional resources should be made available for enhancing the capacity-building component of enabling activity projects, through the participation of country representatives in international seminars and workshops, as well as the broadening of technical training to include different groups of participants.
75- ووفقا للتقرير، ينبغي توفير موارد إضافية لتعزيز عنصر بناء القدرات في مشاريع الأنشطة التمكينية من خلال مشاركة ممثلي البلدان في الحلقات الدراسية وحلقات العمل الدولية، وينبغي كذلك توسيع نطاق التدريب التقني ليشمل فئات مختلفة من المشاركين.

Funding for climate change enabling activity projects was launched by the GEF in response to guidance from COP 1 requesting that the GEF give priority to supporting non-Annex I Parties in meeting their commitments under the UNFCCC;

Some Parties noted the need for greater clarity in the guidance the Conference of the Parties provides to the operating entity of the financial mechanism to support enabling activities, urged the GEF to develop a more strategic and long-term approach to funding of enabling activities and stressed that the approval process for enabling activity projects should be shortened and streamlined;

Finally, in the context of the Stockholm Convention, follow-up projects aimed at the elimination of stockpiles of POPs in the region will have to be formulated on the basis of the great number of national implementation plans (NIPs) developed through the enabling activities projects carried out by UNIDO in the past.

For example, UNDP/GEF included assistance with these issues in the enabling activities projects in Croatia and Slovenia, and Belarus received support in these areas through the World Bank's assistance with its first national communication.

Adequate funding should be provided to build capacity to improve the collection of activity data and to develop emission factors, where appropriate, and information management systems for archiving and updating inventory data on a continuing basis, either in the context of enabling activities projects for the second national communications or as stand-alone activities.
147- ينبغي توفير التمويل الكافي لبناء القدرة على تحسين جمع بيانات النشاط وتحديد عوامل الانبعاث عند الاقتضاء، ونُظم إدارة المعلومات (الأرشفة) وتحديث بيانات القوائم باستمرار، إما في إطار مشاريع الأنشطة التمكينية للبلاغات الوطنية الثانية أو كأنشطة مستقلة بذاتها.
