وتنص المادة 11 (1) على واجب مالك أي طائرة أسترالية أو قائدها أو مشغلها بعدم السماح باستعمال الطائرة بأي شكل يسفر عن توريد السلع الخاضعة لمراقبة الصادرات إلى إيران أو بيعها لها أو نقلها إليها أو استخدامها فيها أو استفادتها منها أو إلى أي جهة مستفيدة في إيران، أو لفائدة أي جهة مستفيدة في إيران.

Where these facilities are used to transport property belonging to other enterprises, subparagraph a), which is restricted to delivery of goods or merchandise belonging to the enterprise that uses the facility, will not be applicable as concerns the owner or operator of these facilities.
