16- ولسوف يأخذ الفريق الرفيع المستوى بعين الاعتبار عملية الاستعراض التي ستضطلع بها اللجنة الرفيعة المستوى المعنية بالبرامج ويرفع تقريراً بذلك إلى الأمين العام في نيسان/أبريل 2004 مشفوعاً بتوصيات قد تقع في حدود سلطة الأمين العام أو قد تتطلب قرارات من جانب الدول الأعضاء.

The assessment of the Global Mechanism by the Joint Inspection Unit of the United Nations (JIU) was mandated by the eight session of the Conference of the Parties which, in its decision 3/COP.8, paragraph 27, requested an assessment of the GM with recommendations to be undertaken by the JIU, to be submitted to COP 9 for consideration

(a) Requested the High Commissioner, as a matter of urgency, to monitor the situation of human rights in South Sudan and to report thereon to the Council at its twenty-eighth session, with recommendations on technical assistance and capacity-building measures, including on human rights education to overcome challenges in the areas of security and on the importance of accountability and transitional justice in South Sudan;

The Conference accordingly invited Mr. J. Ashe (Antigua and Barbuda), Chairman of the Subsidiary Body for Implementation (SBI), and Mr. H. Dovland (Norway), Chairman of the Subsidiary Body for Scientific and Technological Advice (SBSTA), to undertake consultations on the possible adjustments listed in that note, and to report back to the Conference prior to the adoption of the decisions, with recommendations for appropriate action.
