Considering that action against the world drug problem is a shared responsibility calling for coordinated and balanced action consistent with the relevant multilateral instruments in force at the international level,
وإذ يرى أن العمل على مكافحة مشكلة العقاقير العالمية هو مسؤولية مشتركة تستلزم جهدا منسقا ومتوازنا يتناسب مع الصكوك المتعددة الأطراف ذات الصلة النافذة المفعول على الصعيد الدولي،

183. The representative of Egypt indicated that, as a result of the twentieth special session of the General Assembly, Member States were in a better position to understand the nature of the world drug problem.
183- كما أدلى ببيان ممثل مصر، بيّن فيه أنه بفضل الدورة الاستثنائية العشرين للجمعية العامة أصبحت الدول الأعضاء في موقف أفضل لفهم طبيعة مشكلة العقاقير العالمية.

Both the Political Declaration (S-20/2, annex) and the Declaration on the Guiding Principles of Drug Demand Reduction (S-20/3, annex) adopted by the General Assembly at its twentieth special session, devoted to countering the world drug problem together, highlight the importance of investing in and working with young people to address drug problems.
وأبرز كل من الاعلان السياسي (دإ-20/2، المرفق) والاعلان الخاص بالمبادئ التوجيهية لخفض الطلب على العقاقير (دإ-20/3، المرفق) اللذين اعتمدتهما الجمعية العامة في دورتها الاستثنائية العشرين والمكرّسة لمواجهة مشكلة العقاقير العالمية معا أهمية الاستثمار في الشباب والعمل معهم على معالجة مشاكل العقاقير.

Recalling that the General Assembly, at its twentieth special session, devoted to countering the world drug problem together, conferred additional mandates on the Commission on Narcotic Drugs, and strengthened both its role as the global forum for international cooperation in combating the world drug problem and its functions as the governing body of the United Nations International Drug Control Programme and as treaty organ,
وإذ تستذكر أن الجمعية العامة، في دورتها الاستثنائية العشرين، المكرسة لمكافحة مشكلة المخدرات العالمية معا، أسندت الى لجنة المخدرات ولايات اضافية، وعززت كلا من دورها كمحفل عالمي للتعاون الدولي على مكافحة مشكلة العقاقير العالمية ووظيفتها كهيئة تشريعية لبرنامج الأمم المتحدة للمراقبة الدولية للمخدرات وكهيئة تعاهدية،

The Commission considered item 3 of its agenda, entitled " Thematic debate: building partnerships to address the world drug problem: (a) approaches to building partnerships within and across sectors, including health, education, law enforcement and justice; (b) prevention, education and early intervention strategies and trends in drug abuse among children and young people " , at its 1197th and 1198th meetings, on 21 March 2001.
4- نظرت اللجنة، أثناء جلستيها 1197 و1198، المعقودتين في 12 آذار/مارس 2001، في البند 3 من جدول أعمالها، المعنون " مناقشة مواضيعية: بناء علاقات شراكة لمعالجة مشكلة العقاقير العالمية: (أ) نهوج لبناء علاقات شراكة داخل القطاعات وفيما بينها، بما في ذلك الصحة والتعليم وانفاذ القوانين والعدالة؛ (ب) استراتيجيات الوقاية والتوعية والتدخّل المبكّر، والاتجاهات في تعاطي العقاقير بين صفوف الأطفال والشباب " .
