ويعد تمكين جميع الدول التي لها مصلحة حقيقية في مصائد الأسماك المعنية من أن تصبح أعضاء في المنظمات الإقليمية لإدارة مصائد الأسماك أمرا أساسيا لفعاليتها.

52. (a) The fish stock(s) to which the conservation and management measures shall apply, taking into account the biological characteristics of the stock(s) concerned and the nature of the fisheries involved;

11. Fishing on the high seas requires the fulfilment by States whose nationals fish on the high seas, of the obligation to cooperate in the establishment of measures for the conservation and management of the fishery in question, and compliance with the other provisions of section 2 of Part VII of the Convention and with the provisions of articles 63 (2) and 64.
١١ - يستدعي الصيد في أعالي البحار أن تفي الدول التي يمارس رعاياها الصيد في أعالي البحار، بواجــب التعــاون فــي اتخاذ التدابير لحفظ مصائد اﻷسماك المعنية وادارتها، وامتثال اﻷحكام اﻷخرى من الفرع ٢ من الجزء السابع من الاتفاقية وأحكام المادتين ٦٣ )٢( و ٦٤.

ثم حسبت إيران القيمة النقدية للخسائر بضرب كميات الصيد الناقصة في متوسط أسعار السوق لأنواع مصائد الأسماك المعنية.

Some delegations also called upon regional fisheries management organizations and arrangements to ensure that all States with a real interest in the fisheries concerned could become members of the organization or participants in the arrangement, as long as they could demonstrate their willingness and ability to participate constructively and comply with relevant measures.
83 - ودعا بعض الوفود أيضا المنظمات والترتيبات الإقليمية المعنية بإدارة مصائد الأسماك إلى كفالة إمكانية انضمام جميع الدول التي لها مصلحة حقيقية في مصائد الأسماك المعنية إلى تلك المنظمات أو المشاركة في تلك الترتيبات، إذا برهنت على استعدادها للمشاركة بشكل بنّاء وقدرتها على ذلك، وأنها تمتثل التدابير ذات الصلة.

In this regard, the Commission welcomed the communication from COMRA in which it recalled article 147 of the Convention and emphasized its commitment to protecting benthic ecosystems and that it would respect all the relevant resolutions adopted by the United Nations General Assembly, the Food and Agriculture Organization of the United Nations (FAO) and relevant fisheries organizations.
وفي هذا الصدد، رحبت اللجنة بالبيان الصادر عن الرابطة والذي أشارت فيه إلى المادة 147 من الاتفاقية وشددت على التزامها بحماية النظم الإيكولوجية القاعية وعلى أنها ستحترم جميع القرارات المتصلة بذلك التي اعتمدتها الجمعية العامة للأمم المتحدة، ومنظمة الأمم المتحدة للأغذية والزراعة ومنظمات مصائد الأسماك المعنية.
