The United States Administration and the Congress of the United States are engaged in a campaign that is inimical to Iraq, that seeks to change its national regime and establish a government sympathetic to their policy and that uses sundry political, publicistic, economic and military means to achieve this purpose.

٢ - في الساعة ٠٠/١٠ من يوم ١١ كانون اﻷول/ديسمبر ١٩٩٣ قامت الطائرات الحربية اﻷمريكية برمي منشورات استفزازية معادية للعراق والشعب العراقي على عدد من المناطق في محافظة البصرة.

It emerges from his report that he deliberately ignores the replies given by the Government of Iraq, basing his allegations and accusations on information supplied to him by States and groups hostile to Iraq. This gives rise to prejudiced views that he will not alter despite the facts presented by the Government of Iraq.

17. On 27 June 1998, President Clinton affirmed the policy of the United States Administration to overthrow the national regime in Iraq and said that, on 1 May 1998, he had signed the Credits Act of 1998 to provide funding for Radio Free Europe to commence broadcasting that was hostile to Iraq.
١٧ - وبتاريخ ٢٧ حزيران/يونيه ١٩٩٨ أكد الرئيس اﻷمريكي كلينتون على سياسة حكومة الولايات المتحدة الهادفة إلى اﻹطاحة بالنظام الوطني في العراق، وقال بأنه وقع في اﻷول من أيار/مايو قانون الاعتمادات لعام ١٩٩٨ لتوفير أموال لراديو أوروبا الحرة لبدء إذاعة معادية للعراق.

97. The Special Rapporteur treats these fabricated reports and information and forged documents supplied to him by countries hostile to Iraq as documented facts, actively propagating them. This proves his bad faith and involvement in the political campaign pursued against Iraq with the intention of stirring up confusion and discrediting Iraq's reputation.
٩٧ - إن المقرر الخاص إذ يأخذ هذه المعلومات والتقارير المفبركة والوثائق المزورة التي تزوده بها دول وجهات معادية للعراق على أنها معلومات موثوقة ويعمل على ترويجها مما يؤكد سوء نواياه وضلوعه في الحملة السياسية التي تشن على العراق بهدف إثارة البلبلة والنيل من سمعة العراق.

52. The draft did not mention the positive dialogue with high Iraqi officials reported by the Special Rapporteur following his visit to Iraq, but rather repeated allegations obtained from quarters hostile to Iraq and supported by the United States, the United Kingdom and certain other States.
52 - وأشار إلى مشروع القرار لم يذكر شيئا عن الحوار الإيجابي الذي تم مع كبار المسؤولين العراقيين والذي نوه إليه المقرر الخاص في أعقاب زيارته للعراق، ولكنه بدلا من ذلك يكرر مزاعم تروج لها أوساط معادية للعراق تدعمها الولايات المتحدة والمملكة المتحدة ودول معينة أخرى.

8. Mr. Al-Humaimidi (Iraq) said that the report of the Special Rapporteur on the situation of human rights in Iraq (A/52/476) simply repeated the usual allegations and slanders on the basis of information provided by parties hostile to Iraq.
٨ - السيد محمد الحميندي )العراق(: قال إن وفد بلاده بعد أن أحاط علما بتقرير المقرر الخاص المعني بحالة حقوق اﻹنسان في العراق (A/52/476)، فإنه يرى أن كل ما جاء به إنما هو في حقيقة اﻷمر تكرار للمزاعم والافتراءات التي دأب على ترديدها والتي تستند إلى معلومات مقدمة من أطراف معادية للعراق.

Article 156 of Iraqi Penal Law No. 111 of 1969 provides the death penalty for anyone who intentionally commits an act intended to impair the stability, unity or territorial integrity of the country or joins an association hostile to Iraq whose members do not have the character of combatants.
ونصت المادة 156 من قانون العقوبات رقم 111 لسنة 1969 على أن " يعاقب بالإعدام من ارتكب عمدا فعلا بقصد المساس باستقلال البلاد أو وحدتها أو سلامة أراضيها أو التحق بجماعة معادية للعراق ليس لها صفة المحاربين " .
