38. In times of crisis, humanitarian law provides for the possibility of communication with the outside world, in accordance with section V of the Geneva Convention relative to the Treatment of Prisoners of War, of 12 August 1949.

131. Article 3 of the 1949 Geneva Convention relative to the Treatment of Prisoners of War states clearly that the parties to an armed conflict not of an international character must treat persons taking no active part in the hostilities humanely.

In this respect, the Special Rapporteur draws the attention of the Commission to article 13 of the Geneva Convention relative to the Treatment of Prisoners of War which provides that " prisoners of war must at all times be humanely treated.

With respect to prisoners of war, the 1949 Geneva Convention relative to the Treatment of Prisoners of War (the Third Geneva Convention) provides that " [p]risoners of war must at all times be humanely treated.

With regard to the implementation of the provisions of this article, the State of Qatar has acceded to the Geneva Conventions of 1949 relative to the Treatment of Prisoners of War and the Protection of Civilian Persons in Time of War, which clearly indicates the State's intention to honour its commitments under the Convention on the Rights of the Child.
157- وفي مجال تطبيق أحكام هذه المادة في دولة قطر، فقد انضمت دولة قطر إلى اتفاقيات جنيف لعام 1949 بشأن معاملة أسرى الحرب وحماية المدنيين في وقت الحرب، وهذا يعد دليلاً على اتجاه دولة قطر نحو تنفيذ تعهداتها التي التزمت بها عند توقيعها على اتفاقية حقوق الطفل.
