ينبغي للدول أو المنظمات الدولية التي أبدت تحفظاً أو عدة تحفظات على معاهدة أن تقوم باستعراض دوري لها وأن تتوخى سحب التحفظات التي لم تعد تفي بالغرض الذي أُبديت من أجله.

A Contracting Party to a treaty may not exclude or modify the legal effect of provisions of the treaty by:
