Iraq has failed to honour its decision, notified to the Secretary-General in the letters of 14 November 1998 from Iraq's Deputy Prime Minister and Permanent Representative to the United Nations, that it would cooperate fully with the Special Commission and IAEA.
ولم يف العراق بالقرار الذي اتخذه والذي أبلغ اﻷمين العام به في رسالتين مؤرختين ١٤ تشرين الثاني/نوفمبر ١٩٩٨ واردتين من نائب رئيس وزراء العراق ومن الممثل الدائم لدى اﻷمم المتحدة، ومفاده أنه سيتعاون تماما مع اللجنة الخاصة والوكالة الدولية للطاقة الذرية.

On 13 November, the Secretary-General wrote to the President of Iraq, appealing once again for Iraq to resume cooperation with the Special Commission and IAEA (S/1998/1077, annex I).
وفي ١٣ تشرين الثاني/نوفمبر، بعث اﻷمين العام برسالة إلى رئيس العراق ناشده فيها مرة أخرى أن يستأنف العراق تعاونه مع اللجنة الخاصة والوكالة الدولية للطاقة الذرية )S/1998/1077، المرفق اﻷول(.

By late 1993, Iraq had acknowledged its obligations under Security Council resolution 715 (1991) and the plans approved thereunder and had undertaken to cooperate with the Special Commission and IAEA in the implementation of those plans.
ففي أواخر عام ١٩٩٣، كان العراق قد أقر بالتزاماته بموجب قرار مجلس اﻷمن ٧١٥ )١٩٩١( والخطط التي اعتمدها في إطاره، كما كان قد تعهد بالتعاون مع اللجنة الخاصة والوكالة الدولية للطاقة الذرية في تنفيذ تلك الخطط.

Taking note of past experience with Iraq, Council members underlined that their confidence in Iraq’s intentions needs to be established by unconditional and sustained cooperation with the Special Commission and IAEA in exercising the full range of their activities provided for in their mandates in accordance with the relevant resolutions and the Memorandum of Understanding of 23 February 1998.
وهم إذ يضعون في اعتبارهم التجارب السابقة مع العراق، فإن أعضاء المجلس يؤكدون أن ثقتهم في نوايا العراق في حاجة الى ترسيخ عن طريق التعاون غير المشروط والمستمر مع اللجنة الخاصة والوكالة الدولية للطاقة الذرية في ممارستهما للمجموعة الكاملة ﻷنشطتهما المنصوص عليها في ولايتيهما وفقا للقرارات ذات الصلة ومذكرة التفاهم المؤرخة ٢٣ شباط/فبراير ١٩٩٨.

In the joint statement, the Government of Iraq reiterated its commitment to continue its cooperation with the Special Commission and IAEA in carrying out its obligations in accordance with Security Council resolution 687 (1991) and other relevant resolutions and undertook to secure immediate, unconditional and unrestricted access to all sites which the Commission or IAEA might wish to inspect.
وفي ذلك البيان المشترك، أعادت حكومة العراق تأكيد التزامها بمواصلة تعاونها مع اللجنة الخاصة والوكالة الدولية للطاقة الذرية في الوفاء بالتزاماتها وفقا لقرار مجلس اﻷمن ٦٨٧ )١٩٩١( وسائر القرارات ذات الصلة، وتعهدت بتأمين وصولها فورا، دون قيد أو شرط، إلى جميع المواقع التي قد تود اللجنة أو الوكالة الدولية للطاقة الذرية تفقدها.

Members demanded that the Iraqi leadership rescind immediately and unconditionally today’s decision, as well as the decision of 5 August, to limit cooperation with UNSCOM and IAEA, as previously demanded by the Council in its resolution 1194 (1998), and that it resume immediate, complete and unconditional cooperation with the Special Commission and IAEA.
وطالب اﻷعضاء بأن تلغي القيادة العراقية فورا وبدون شروط القرار المتخذ اليوم، وكذلك قرار ٥ آب/أغسطس، المتعلق بالحد من التعاون مع اللجنة الخاصة لﻷمم المتحدة والوكالة الدولية للطاقة الذرية، على نحو ما طالب المجلس آنفا في قراره ١١٩٤ )١٩٩٨( وبأن تستأنف فورا وبشكل تام وغير مشروط التعاون مع اللجنة الخاصة والوكالة الدولية للطاقة الذرية.

In the process of work with the Special Commission and the IAEA, we have not hesitated to offer all possible assistance to facilitate the work, whether by presenting information, available documents, details relating to past programmes, the destruction of prohibited weapons, and the setting up of an effective monitoring system.
وفي سياق العمل مع اللجنة الخاصة والوكالة الدولية للطاقة الذرية لم نتأخر عن تقديم العون الممكن لتيسير العمل سواء بتقديم المعلومات والوثائق المتاحة والتفاصيل المتعلقة ببرامج التسلح السابقة وتدمير اﻷسلحة المحظورة وتأسيس منظومة الرقابة بشكل فعال.

2. Demands that Iraq rescind its above-mentioned decision and cooperate fully with the Special Commission and the IAEA in accordance with its obligations under the relevant resolutions and the Memorandum of Understanding as well as resume dialogue with the Special Commission and the IAEA immediately;
٢ - يطالب العراق بأن يلغي قراره السالف الذكر وأن يتعاون تعاونا تاما مع اللجنة الخاصة والوكالة الدولية للطاقة الذرية طبقا لالتزاماته بموجب القرارات ذات الصلة ومذكرة التفاهم، وأن يستأنف فورا الحوار مع اللجنة الخاصة والوكالة الدولية للطاقة الذرية؛
