The fifth preambular paragraph takes note of the thirtieth anniversary on 14 February 1997 of the opening for signature of the Treaty of Tlatelolco, and the ninth recalls that the Council of the Agency for the Prohibition of Nuclear Weapons in Latin America and the Caribbean adopted a resolution calling for the promotion of cooperation and consultations with other nuclear-weapon-free zones.

We Latin Americans now appreciate all the more the Treaty of Tlatelolco, which created in our region the first inhabited zone of the planet to be free of nuclear weapons, and we are continuing to develop ties of cooperation with other nuclear-weapon-free zones.
ونحن شعوب أمريكا اللاتينية نقدر أكثر فأكثر اتفاقية تلاتيلولكو، التي أنشأت في منطقتنا أول منطقة مأهولة في كوكبنا تكون خالية من اﻷسلحة النووية، ونحن نواصل تطوير روابط التعاون مع المناطق اﻷخرى الخالية من اﻷسلحة النووية.
