States Parties that have concerns regarding non-compliance by the States Parties with the safeguards agreements of the Treaty should direct such concerns, along with supporting evidence and information, to IAEA to consider, investigate, draw conclusions and decide on necessary actions in accordance with its statute.

59. The UNHCR policy is to entrust implementation of operational projects to implementing partners, in line with its statute (article 10), which stipulates that " the High Commissioner shall administer any funds, public or private, which he receives for assistance to refugees, and shall distribute them among the private and, as appropriate, public agencies which he deems best qualified to administer such assistance " .
59- تقضي سياسة المفوضية بأن تعهد بالقيام بمشاريعها التنفيذية إلى شركاء منفذين تماشيا مع نظامها الأساسي (المادة 10) الذي ينص على ما يلي " يتولى المفوض السامي التصرف في أية أموال عامة أو خاصة يتلقاها من أجل مساعدة اللاجئين، ويقوم بتوزيعها على الهيئات الخاصة، وإن اقتضى الأمر، الهيئات العامة، التي يعتبرها أكثر قدرة على تحقيق هذه المساعدة " .
