All States parties involved in commissioning, constructing or planning nuclear power reactors or considering nuclear power programmes should become parties to the Convention on Nuclear Safety without delay.
وينبغي لجميع الدول الأطراف، التي تشترك في إصدار التكليف بإنشاء مفاعلات للطاقة النووية أو بنائها أو تخطيطها أو تدرس الاضطلاع ببرامج للطاقة النووية، أن تصبح أطرافا في اتفاقية الأمن النووي دون تأخير.

We are particularly pleased that all States operating nuclear power reactors are now party to the Convention on Nuclear Safety, and urge all States currently constructing or planning nuclear power reactors to adhere to that Convention without delay.
ويسرنا بصفة خاصة أن جميع الدول التي تقوم بتشغيل مفاعلات للطاقة النووية قد انضمت الآن إلى أطراف السلامة النووية ونحث جميع الدول التي تقوم حاليا ببناء مفاعلات للطاقة النووية أو تخطط لبنائها بأن تنضم إلى هذه الاتفاقية بدون تأخير.

It also urged all States, particularly those operating, constructing or planning nuclear power reactors, to become parties to the Convention on Nuclear Safety and called for a voluntary extension of the Convention beyond the operation of power plants, for example, to research reactors.

8. The Vienna Group notes the importance of the Convention on Nuclear Safety and urges all States operating, constructing or planning nuclear power reactors, or considering a nuclear power programme, which have not yet taken the necessary steps to become parties to the Convention, to do so.

2. The Conference urges all member States commissioning, constructing or planning nuclear power reactors or considering nuclear power programmes to become party to the Convention on Nuclear Safety, and would welcome a voluntary application of the relevant provisions of the Convention to other nuclear installations dedicated to the peaceful uses of nuclear energy.
2 - ويحث المؤتمر جميع الدول الأعضاء التي تشغِّل أو تبني أو تخطط لبناء مفاعلات للطاقة النووية أو تنظر في إنشاء برامج للطاقة النووية على أن تصبح أطرافا في اتفاقية الأمان النووي، وهو سيرحب بالتطبيق الطوعي للأحكام ذات الصلة من الاتفاقية على المنشآت النووية الأخرى المخصصة لاستخدام الطاقة النووية في الأغراض السلمية.

Urge all member States commissioning, constructing or planning nuclear power reactors or considering nuclear power programmes to become parties to the Convention on Nuclear Safety and encourages their application of the safety standards and codes of the International Atomic Energy Agency (IAEA) to improve national nuclear, radiation, transport and waste safety infrastructures;
1 - يحث جميعَ الدول الأعضاء التي تشغِّل أو تبني أو تخطط لبناء مفاعلات للطاقة النووية أو تنظر في إنشاء برامج للطاقة النووية على أن تصبح أطرافا في اتفاقية الأمان النووي ويشجعها على تطبيق معايير ومدونات الأمان التي وضعتها الوكالة الدولية للطاقة الذرية (الوكالة) وعلى تحسين الهياكل الأساسية الوطنية للأمان النووي والأمان من الإشعاع وأمان النقل والأمان من النفايات؛

These are the States which formally participated in the work of the 1996 session of the Conference on Disarmament, thus having contributed to the final stage of the negotiations on the CTBT, and which appear in the lists, compiled by the International Atomic Energy Agency (IAEA), of States with either nuclear power reactors (as of April 1996) or nuclear research reactors (as of December 1995).
وهي الدول التي شاركت رسميا في أعمال دورة عام 1996 لمؤتمر نزع السلاح، وساهمت بذلك في المرحلة النهائية من التفاوض على المعاهدة. وهي مبيّنة في القائمتين اللتين أعدتهما الوكالة الدولية للطاقة الذرية للدول التي لديها إما مفاعلات للطاقة النووية (بحلول نيسان/أبريل 1996) وإما مفاعلات للبحث النووي (بحلول كانون الأول/ديسمبر 1995).
