84- وينبغي للسلطة المتعاقدة أن تبلغ بقية مقدمي العروض الملبين لطلب الاقتراحات بأنه قد ينظر في التفاوض معهم إذا لم تسفر المفاوضات مع مقدم العرض الذي حصل على أفضل رتبة عن اتفاق مشروع.
