14. Ms. CHANET, speaking as Chairperson/Rapporteur of the Working Group on Communications, said that the Group had held nine meetings from 30 June to 4 July and considered 26 draft recommendations.

161. At the same meeting, the Chairperson—Rapporteur of the Working Group on Contemporary Forms of Slavery, Ms. Halima Embarek Warzazi, introduced the report of the Working Group on its twenty—third session (E/CN.4/Sub.2/1998/14).

310. At the 12th meeting, on 14 August 1996, Ms. Warzazi, the Chairperson—Rapporteur of the Working Group on Contemporary Forms of Slavery, introduced the report of the Working Group at its twenty—first session (E/CN.4/Sub.2/1996/24).

Mrs. EVATT (Chairman/Rapporteur of the Working Group on Article 40) said that, although the recommendations made by the Working Group in document M/CCPR/94/31 related to various matters connected with the Committee's methods of work and the format of the annual report, the most urgent problem to be solved at the current stage was that of the presentation of the final written comments.
٢٣- السيدة إيفات )رئيسة/مقررة الفريق العامل المعني بالمادة ٠٤(: بيﱠنت أن مسألة تقديم الملاحظات الختامية الكتابية هي أكثر المسائل إلحاحا ويجب تسويتها في هذه المرحلة، ولو أن التوصيات التي قدمها الفريق العامل في الوثيقة M/CCPR/94/31 تعالج مواضيع مختلفة تتصل بأساليب عمل اللجنة وبتقديم التقرير السنوي.

43. Mrs. EVATT (Chairman/Rapporteur of the Working Group on Article 40) said that the proposals made by the Working Group in paragraph 2 (a) of document M/CCPR/94/31 were intended primarily to make it easier to read the annual report by describing the situation of overdue reports by States parties more clearly.
٣٤- السيدة إيفات )رئيسة/مقررة الفريق العامل المعني بالمادة ٠٤(: ذكﱠرت بأن توصيات الفريق الواردة في الفقرة الفرعية )أ( من الفقرة ٢ من الوثيقة M/CCPR/94/31 تهدف أساسا إلى تيسير قراءة التقرير السنوي بعرض الحالة بصورة أوضح فيما يتعلق بتأخر تقارير الدول اﻷطراف.

49. Mrs. EVATT (Chairman/Rapporteur of the Working Group on Article 40) said that, in order to avoid any possible misunderstanding, the list of reports of States parties which should have been submitted five or more years earlier would, of course, be included in the body of the Committee's annual report, and not in the annex.
٩٤- السيدة إيفات )رئيسة/مقررة الفريق العامل المعني بالمادة ٠٤(: بيﱠنت، في سبيل تبديد أي سوء تفاهم محتمل، أن قائمة تقارير الدول اﻷطراف التي كان ينبغي تقديمها منذ خمس سنوات أو أكثر قائمة ستُدرج بطبيعة الحال في تقرير اللجنة السنوي وليس كمرفق.

22. Ms. EVATT, Chairman/Rapporteur of the Working Group on Article 40, pointed out that in preparing its recommendations, the Group had been guided by the Committee's decision at its fifty-sixth session to divide the " lists of issues " concerning periodic reports into two parts, the first of which would single out those issues deemed to be most important.
٢٢- السيدة ايفات )رئيسة/مقررة الفريق العامل المعني بالمادة ٠٤( أشارت إلى أن الفريق العامل قد استرشد لدى اعداد توصياته بالقرار الذي اتخذته اللجنة في دورتها السادسة والخمسين بشأن تقسيم " قوائم القضايا " المتعلقة بالتقارير الدورية إلى جزأين، يكرس أولهما للقضايا التي تُعتبر في غاية اﻷهمية.

28. Ms. EVATT, Chairman/Rapporteur of the Working Group on Article 40, said that the Group had discussed the question of federal responsibility, and had taken account of the provision in the Federal Constitution for intervention by the Brazilian Government in defence of human rights.
٨٢- السيدة ايفات )رئيسة/مقررة الفريق العامل المعني بالمادة ٠٤( قالت إن الفريق العامل قد ناقش مسألة المسؤولية الاتحادية وأخذ في الاعتبار ما ورد في الدستور الاتحادي من أحكام تسمح بتدخل الحكومة البرازيلية للدفاع عن حقوق اﻹنسان.

60. Ms. EVATT, Chairman/Rapporteur of the Working Group on Article 40, said that the Group had tried to divide the list into two parts, with those issues that would need the most time for discussion in the first part and those that remained in the second.
٠٦- السيدة ايفات )رئيسة/مقررة الفريق العامل المعني بالمادة ٠٤( قالت إن الفريق العامل قد حاول تقسيم القائمة إلى جزأين، مدرجا في الجزء اﻷول القضايا التي يحتاج مناقشتها إلى معظم الوقت، ومدرجا في الجزء الثاني القضايا الباقية.

143. At the 18th meeting, on 18 August 1997, the Chairperson—Rapporteur of the Working Group on Contemporary Forms of Slavery, Ms. Halima Embarek Warzazi, introduced the report of the Working Group on its twenty—second session (E/CN.4/Sub.2/1997/13).

Ms. EVATT (Chairman/Rapporteur of the Working Group on Communications) said that the Working Group had consisted of Mr. Herndl, Mr. Mavrommatis, Mr. Ndiaye and Mr. Prado Vallejo in addition to herself, as well as Mr. Lallah from 11 to 14 October.
25- السيدة إيفات (رئيسة/مقررة الفريق العامل المعني بالبلاغات) قالت إن الفريق العامل يتألف من السيد هاندل والسيد مافروماتيس والسيد ندياي والسيد برادو فاييخو بالإضافة إليها وكذلك السيد لالاه في الفترة من 11 إلى 14 تشرين الأول/أكتوبر.

Ms. EVATT (Chairman/Rapporteur of the Working Group on Communications) said that the Working Group felt that States parties should be specifically asked what means were available for citizens to appeal to the courts in accordance with the provisions of article 9, paragraph 5, and article 14, paragraph 6, of the Covenant.
34- السيدة إيفات (رئيسة/مقررة الفريق العامل المعني بالبلاغات) قالت إن الفريق العامل يرى أنه ينبغي بالتحديد سؤال الدول الأطراف عن السبل المتاحة للمواطنين للجوء إلى المحاكم طبقا لأحكام الفقرة 5 من المادة 9 والفقرة 6 من المادة 14 من العهد.

6. Ms. EVATT (Chairman/Rapporteur of the Working Group on Communications) said that the Working Group, consisting of Mr. Bán, Mr. El Shafei, Mr. Mavrommatis, Ms. Medina Quiroga and herself, had held seven meetings, and had adopted seven decisions on admissibility, two recommendations on inadmissibility and seven recommendations on findings, which would be distributed to the members of the Committee.
