Recognizing the importance and necessity of international cooperation and partnership in combating desertification in those countries experiencing serious drought and/or desertification, particularly in Africa, in accordance with the provisions of the Convention, adopted by the Intergovernmental Negotiating Committee in Paris on 17 June 1994,

Noting with pleasure the entry into force of the United Nations Convention to Combat Desertification in Those Countries Experiencing Serious Drought and/or Desertification Particularly in Africa on 26 December 1996,
وإذ تلاحظ بسرور دخول اتفاقية مكافحة التصحر في البلدان التي تعاني من الجفاف الشديد و/أو من التصحر، وبخاصة في أفريقيا، حيز النفاذ في ٢٦ كانون اﻷول/ديسمبر ١٩٩٦،

Recalling that the Conference of the Parties (COP), in accordance with article 21, paragraphs 5 and 6, of the Convention to Combat Desertification in Those Countries Experiencing Serious Drought and/or Desertification, particularly in Africa, shall:
