The International Committee of the Red Cross (ICRC), International Federation of the Red Cross and Red Crescent Societies, Geneva International Centre for Humanitarian Demining (GICHD), and Cluster Munition Coalition (CMC) also participated in the work of the Meeting as observers, pursuant to Rule 1(2) of the Rules of Procedure.

56. Mr. Goose (Cluster Munition Coalition) said there had been no improvement to the text of the draft protocol after two weeks of negotiations, and that its adoption could result in the use of an even greater number of cluster munitions.
56- ولاحظ السيد غوس (ائتلاف مكافحة الذخائر العنقودية) أنه لم تُدخل أي تحسينات على مشروع البروتوكول بعد مضي أسبوعين من المفاوضات، وأن اعتماد هذا المشروع قد يفضي إلى استعمال عدد أكبر من الذخائر العنقودية.

In its paper CCW/GGE/IX/WG.1/WP.1 given at the November session, the Cluster Munition Coalition suggests that a major problem associated with Cluster Munition use arises from `inappropriate drop or launch conditions' .

The Meeting also encouraged the President to identify the Friends in order to assist in ensuring continued substantive work and the preparation of the intersessional meeting and to meet regularly with the Friends, together with the United Nations, International Committee of the Red Cross (ICRC), Cluster Munition Coalition (CMC) and other relevant organizations in order to coordinate their work.
2- وشجع الاجتماع أيضاً الرئيس على أن يحدّد الأصدقاء الذين سيكلفون بتقديم المساعدة لضمان استمرار الأعمال الفنية وتحضير اجتماع ما بين الدورات، وأن يلتقي على نحو منتظم بهؤلاء الأصدقاء وكذلك الأمم المتحدة واللجنة الدولية للصليب الأحمر وائتلاف مكافحة الذخائر العنقودية وسائر المنظمات المعنية بغية تنسيق أعمال هذه الجهات.

2. The Government of Mali, which had signed and ratified the Convention on cluster munitions, believed that the draft protocol under consideration was weak and that its adoption would be a step backward in the fight against cluster munitions.
وترى مالي، التي وقعت وصدقت على اتفاقية الذخائر العنقودية، أن مشروع البروتوكول قيد النظر ضعيف وأن اعتماده سيؤدي إلى التقهقر في مكافحة الذخائر العنقودية.
