It was pointed out that the use of armed force in international relations was governed by the peremptory norms of the Charter and was permissible only in the exercise of the right of self-defence, pursuant to Article 51 of the Charter, or on the basis of a decision of the Security Council, in accordance with Articles 39 and 42 of Chapter VII of the Charter, that is, in case of any threat to the peace, breach of the peace, or act of aggression.

It was also suggested to clarify that a State acting in self-defence did not have the right to terminate or suspend a treaty as a whole, when only the termination or suspension of some provisions was necessary for the exercise of self-defence.
