One is the absolute theory, which prohibits attachment of foreign State property of any kind without consent of that State.
احداهما النظرية المطلقة ، التي تحظر الحجز على ممتلكات دولة أجنبية أيّا كان نوعها دون موافقة تلك الدولة .

The draft articles should include provisions specifying the cases in which measures of constraint could be taken, in the context of judicial proceedings, against the property of a State.
فمن الضروري حسب رأيه، إدراج أحكام في مشاريع المواد توضح الحالات التي يمكن فيها اتخاذ إجراءات جبرية في إطار إجراء قضائي ضد ممتلكات دولة ما.

1. The following categories, in particular, of property of a State shall not be considered as property specifically in use or intended for use by the State for other than government non-commercial purposes under paragraph 1 (c) of article 18:
1- لا تعتبر الفئات التالية، بصفة خاصة، من ممتلكات دولة ما ممتلكات مستخدمة أو مزمعا استخدامها بالتحديد من جانب الدولة في غير الأغراض الحكومية غير التجارية بموجب الفقرة الفرعية 1(ج) من المادة 18:

If national courts are permitted to implement measures of constraint against the property of a defendant State before judgement is rendered, the State property of the defendant State, in particular property involved in a public purpose transaction, could suffer unnecessary harm.
فإذا سمح للمحاكم الوطنية بتنفيذ تدابير جبرية ضد ممتلكات دولة مدعى عليها قبل صدور حكم، فإن ممتلكات الدولة المدعى عليها، وبخاصة الممتلكات الداخلة في معاملة من معاملات الأغراض العامة، يمكن أن تضار بصورة لا ضرورة لها.

With regard to measures of constraint against the property of a State, he believed that reference should be made primarily to the property against which measures of constraint might be taken and the degree of connection between such State property and the dispute in question.
وفيما يتعلق بالتدابير الجبرية المتخذة ضد ممتلكات دولة ما فإنه يرى ضرورة الرجوع أساسا إلى الممتلكات التي يمكن اتخاذ إجراءات جبرية بشأنها ومدى الصلة بين ممتلكات الدولة تلك والنزاع المعني.
