١٦٧ - عملا بالمادة ٢٥ من العهد الدولي الخاص بالحقوق المدنية والسياسية فإن لكل مواطن، دون أي وجه من وجوه التمييز ودون قيود غير معقولة، الحق في أن يشارك في إدارة الشؤون العامة إما مباشرة وإما بواسطة ممثلين يختارون في حرية فضلا عن الحق في أن ينتخب وينتخب.

٦٦١- تنص المادة ١٢ من الاعلان العالمي على حق كل شخص " في المشاركة في إدارة شؤون بلده، إما مباشرة وإما بواسطة ممثلين يختارون في حرية " .

The Declaration's historic article 21 on democracy, which reads in part: " Everyone has the right to take part in the government of his country, directly or through freely chosen representatives " , is a perfect illustration of that point.

Article 21 of the Declaration states that " Everyone has the right to take part in the government of his country, directly or through freely chosen representatives " , and that " The will of the people shall be the basis of the authority of government; this will shall be expressed in periodic and genuine elections which shall be by universal and equal suffrage and shall be held by secret vote or by equivalent free voting procedures. "
ذلك أن المادة 21 من الإعلان تنص على أن " لكل شخص حق المشاركة في إدارة الشئون العامة لبلده، إما مباشرة وإما بواسطة ممثلين يختارون في حرية " ، وأن " إرادة الشعب هي مناط سلطة الحكم، ويجب أن تتجلى هذه الإرادة من خلال انتخابات نزيهة تجرى دوريا بالاقتراع العام وعلى قدم المساواة بين الناخبين وبالتصويت السري أو بإجراء مكافئ من حيث ضمان حرية التصويت " .
