The President, with the consent of the Council, invited the representatives of Croatia, Rwanda and Serbia, at their request, to participate in the consideration of the item without the right to vote, in accordance with the relevant provisions of the Charter and rule 37 of the Council's provisional rules of procedure.
ودعا الرئيس، بموافقة المجلس، ممثلي كرواتيا ورواندا وصربيا ، بناء على طلبهم، للمشاركة في النظر في البند دون أن يكون لهم حق التصويت، وذلك وفقا لأحكام الميثاق ذات الصلة، وللمادة 37 من النظام الداخلي المؤقت للمجلس.

The facts speak for themselves: since the very emergence of this problem, the Yugoslav authorities, in cooperation with the representatives of Croatia, the International Committee of the Red Cross, and with other humanitarian organizations have been actively committed to its adequate resolution, particularly so in view of the fact that it is a very severe humanitarian problem indeed.
والحقائق معبﱢرة: فمنذ بداية ظهور هذه المشكلة ما انفكت السلطات اليوغوسلافية، بالتعاون مع ممثلي كرواتيا واللجنة الدولية للصليب اﻷحمر وغيرها من المنظمات اﻹنسانية، تلتزم بنشاط ﻹيجاد حل ملائم لها، ولا سيما نظرا لكونها مشكلة إنسانية خطيرة جدا فعلا.
