114- أبلغ ممثّل الأمانة عن التقدّم المحرز في وضع استراتيجية جامعة للمكتب عملا بقرار لجنة المخدرات 48/14.

In his introductory statement, the representative of the Secretariat underlined the considerable progress made by Member States in the ratification and implementation of the international conventions and protocols related to terrorism; even so, much remained to be done to achieve universal ratification and full implementation.
133- شدّد ممثّل الأمانة في كلمته الاستهلالية على أن الدول الأعضاء قد أحرزت تقدّما كبيرا في التصديق على الاتفاقيات والبروتوكولات الدولية المتعلقة بالإرهاب وتنفيذها ولكن لا يزال هناك الكثير مما يجب إنجازه لتحقيق التصديق العالمي على هذه الصكوك وتنفيذها تنفيذا تاما.

The representative of the Secretariat introduced the relevant documentation, drawing attention, among other things, to the information clearing house being established by the secretariat and expressing appreciation to the Government of Germany for its financial support for that initiative.
123- وعرض ممثّل الأمانة الوثائق ذات الصلة مسترعياً الانتباه في جملة أمور إلى مركز تبادل المعلومات الذي تقوم الأمانة بإنشائه وأعرب عن التقدير لحكومة ألمانيا لدعمها المالي لتلك المبادرة.

In response to a suggestion that the data could be checked by comparing reported consumption with reported exports from other Parties, the representative of the Secretariat observed that no Party had ever reported exports to Somalia.
وردّاً على رأي مفاده أنه يمكن التحقق من صحة البيانات عن طريق مقارنة الاستهلاك المُبلَغ عنه مع الصادرات المُبلَغ عنها من جانب البلدان الأخرى، قال ممثّل الأمانة إنه لم يُبلِغ أي طرف على الإطلاق عن صادرات إلى الصومال.

In concluding, the representative of the Secretariat indicated that the comprehensive self-assessment checklist had been developed in English only and that time had to be allocated for the tool to be made available in the six official languages of the United Nations.
47- وأوضح ممثّل الأمانة في ختام كلمته أن قائمة التقييم الذاتي المرجعية الشاملة قد وضعت باللغة الإنكليزية فقط، وأنه يلزم إفساح وقت كاف من أجل إتاحتها بلغات الأمم المتحدة الرسمية الست.

The representative of the Secretariat underlined the need to promote the use of the Convention as a legal basis for international cooperation, especially in view of a number of innovative provisions, allowing, for example, the exclusion of bank secrecy as grounds for the denial of mutual legal assistance requests or deviations from the strict application of the principle of double criminality.
وأكّد ممثّل الأمانة على ضرورة النهوض باعتماد الاتفاقية كأساس قانوني للتعاون الدولي، لا سيما في ضوء عدد من الأحكام الابتكارية التي تسمح مثلاً باستبعاد مبدأ السرية المصرفية كأساس لرفض طلبات المساعدة القانونية المتبادلة أو حالات الخروج عن التطبيق الصارم لمبدأ التجريم المزدوج.

The representative of the Secretariat also provided a brief overview of threats and trends in corruption, referring to political corruption, to corruption within the judicial sector and to the role of the private sector in the fight against corruption.
159- وقدّم ممثّل الأمانة أيضا لمحة موجزة عن أخطار الفساد واتجاهاته، مشيرا إلى الفساد السياسي والفساد داخل الجهاز القضائي وإلى دور القطاع الخاص في مكافحة الفساد.

39. The representative of the Secretariat introduced the documents pertaining to the issue, recalling that at its second session the Conference had adopted modalities for reporting on progress in the implementation of the Strategic Approach.
39 - عرض ممثّل الأمانة الوثائق المتصلة بالمسألة، مشيراً إلى أن المؤتمر اعتمد في دورته الثانية طرائق للإبلاغ عن التقدُّم المحرز في تنفيذ النهج الاستراتيجي.

The representative of the Secretariat made some introductory remarks, stating that although the topic before the Expert Group was complex and multifaceted, he was confident that concrete results could be achieved in all the areas identified by the Commission on Crime Prevention and Criminal Justice in its resolution 16/1.
12- قدّم ممثّل الأمانة ملاحظات استهلالية ذكَر فيها أنه واثق، بالرغم من تعقُّد الموضوع المطروح على فريق الخبراء وتعدُّد أوجهه، من إمكانية تحقيق نتائج ملموسة في جميع المجالات التي حدَّدتها لجنة منع الجريمة والعدالة الجنائية في قرارها 16/1.

A representative of the Secretariat presented an analysis of the world situation and trends with regard to drug abuse since 1998, a summary of key findings based on the biennial reports questionnaire on drug demand reduction and the report on services to people living with HIV/AIDS in the context of drug abuse.
وقدّم ممثّل الأمانة تحليلا للوضع العالمي فيما يخص تعاطي المخدرات واتجاهاته منذ عام 1998، وملخّصا للاستنتاجات الرئيسية يستند إلى الاستبيان الخاص بالتقارير الاثناسنوية عن خفض الطلب على المخدرات، والتقرير المتعلق بالخدمات التي تقدّم إلى الأشخاص المصابين بفيروس نقص المناعة البشرية أو الأيدز في سياق تعاطي المخدرات.

122. In his statement, the representative of the Secretariat pointed out that the strategy for UNODC for the period 2008-2011 should be viewed in the context of the larger United Nations reform process, in particular the drive to enhance accountability by implementing result-based management.
122- أوضح ممثّل الأمانة في بيانه أن استراتيجية مكتب الأمم المتحدة المعني بالمخدرات والجريمة للفترة 2008-2011 ينبغي أن يُنظر إليها في سياق أعم ألا وهو عملية الإصلاح التي تشهدها الأمم المتحدة، ولا سيما السعي من أجل تعزيز المساءلة عن طريق الإدارة المرتكزة على النتائج.

The representative of the Secretariat reminded participants that the Commission and UNODC had a long history of working together on issues related to youth crime prevention and youth gangs, as well as on the reintegration of offenders into the community.
48- وذكَّر ممثّل الأمانة المشاركين بأن اللجنة ومكتب الأمم المتحدة المعني بالمخدرات والجريمة يجمعهما تاريخ طويل من العمل المشترك في معالجة مسائل ذات صلة بمنع جرائم الشباب وعصابات الشباب، وكذلك عملهما في مجال إعادة إدماج مرتكبي الجرائم داخل نسيج المجتمع.
