(b) That a voluntary notification procedure or a decision-tree procedure (see appendices 4 (a) and (b)) should be considered by Parties and Signatories for used mobile phones that have been evaluated and assessed to be likely suitable for reuse, possibly after repair, refurbishment or upgrading in the importing country.

To determine whether a battery should be considered suitable for reuse and be considered non-waste, it should be tested as described in the PACE guidelines to determine whether it can hold an appropriate charge (see Appendix 6).

3.1.7 The transboundary movement of collected computing equipment that has been tested and labelled or documented as suitable for reuse without further repair, refurbishment, or upgrading falls outside the scope of the Convention and applicable PACE recommendations, and such equipment can be shipped as products provided that a reuse destination in the receiving country is assured.
3-1-7 أما النقل عبر الحدود للمعدات الحاسوبية المجموعة التي تم اختبارها ووسمها أو توثيقها باعتبارها مناسبة لإعادة الاستخدام دون مزيد من الإصلاح أو التجديد أو التحسين فهو خارج عن نطاق الاتفاقية ونطاق التوصيات المتعلقة بشراكة المعدات الحاسوبية، ويمكن شحن هذه المعدات باعتبارها منتجات شريطة ضمان وجود وجهة لإعادة الاستخدام في البلد المتلقي.

3.2.3 Except as provided in paragraph 3.2.7, used computing equipment that has been collected but not evaluated or tested and labelled or documented as suitable for reuse is subject to Basel Convention procedures as hazardous waste, unless it can be demonstrated that the used computing equipment is not hazardous using Basel Convention Annex I and Annex III characteristics.
