(ز) أن تكون مناسبة لتحقيق وظيفتها الحمائية وأن تكون أقل الأدوات المتاحة لتحقيق هذه الوظيفة الحمائية تدخلاً في الحق المعني؛

In its general comment No. 27 the Committee also notes that " it is not sufficient that the restrictions serve the permissible purposes; they must also be necessary to protect them " and that " restrictive measures must conform to the principle of proportionality; they must be appropriate to achieve their protective function " .
وفي التعليق العام رقم 27، لاحظت اللجنة أنه " لا يكفي أن تخدم القيود الأغراض المسموح بها؛ فيجب أيضاً أن تكون ضرورية لحمايتها " فيجب أن تكون متوافقة مع مبدأ التناسب وأن تكون مناسبة لتحقيق وظيفتها الحمائية().
