Once the recharge and discharge zones are identified and as far as they are located in the territories of the aquifer States concerned, those States are under the obligation to take appropriate measures to minimize detrimental impacts on recharge and discharge processes.

62. With regard to draft article 11 (1), the question arose as to how verification could be carried out in recharge and discharge zones in other States while respecting sovereignty as provided for in draft article 3.
