15- وثمة حاجة إلى تدابير لتدعيم ما يوجد حالياً من منتديات وطنية للحد من أخطار الكوارث لأنها غالباً ما تعوزها السلطة الكافية للتأثير في السياسات على الصعيد القطري(11).
