If the countries members of the CSCE Minsk Group, which are at the same time parties to the CFE Treaty, had taken a firm and clear position on bridling the aggressor, today we would not have the situation where, owing to the fault of Armenia, the military-political balance in Transcaucasia is considerably upset.
ولو أن البلدان اﻷعضاء في فريق منسك التابع لمؤتمر اﻷمن والتعاون في أوروبا، واﻷطراف بذات الوقت في معاهدة تخفيض القوات المسلحة التقليدية في أوروبا، اتخذت موقفا راسخا وواضحا بشأن كبح جماح المعتدي، لما كنا اليوم في حالة اختل فيها التوازن العسكري السياسي عبر القوقاز اختلالا كبيرا، بفعل أرمينيا.

This latest attack is another manifestation of the continuing internal struggles within the Baku leadership, the inability of the present government to control its military forces, and is clearly aimed at bringing about the failure of the initiative of Mr. Mario Rafaelli, Chairman of the CSCE Minsk Group.

Azerbaijan appeals to the countries members of the Minsk Group of OSCE to condemn the policy of Armenia, which is secretly and illegally building up its military potential and subverting the efforts of the Minsk Group, and to call upon Armenia to engage in a constructive dialogue on the basis of the principles of the Lisbon Summit.
وتناشد أذربيجان البلدان اﻷعضاء في فريق منسك التابع لمنظمة اﻷمن والتعاون في أوروبا أن تدين سياسة أرمينيا، التي تقوم سرا وبصورة غير مشروعة بتعزيز قدراتها العسكرية وتخريب جهود فريق منسك، وأن تدعو أرمينيا إلى الدخول في حوار بنﱠاء على أساس مبادئ مؤتمر قمة لشبونة.

For its part, Azerbaijan reaffirms its commitment to a political settlement and its readiness to continue peace negotiations within the framework of the Minsk Group of OSCE and on the basis of the principles adopted at the Lisbon Summit.
وأذربيجان، من جانبها، تعيد تأكيد التزامها بالتوصل إلى تسوية سلمية واستعدادها لمواصلة مفاوضات السلام في إطار فريق منسك التابع لمنظمة اﻷمن والتعاون في أوروبا وعلى أساس المبادئ المعتمدة في مؤتمر قمة لشبونة.

Regarding the Security Council resolutions, in which the parties concerned were urged to immediately resume negotiations with a view to the resolution of the conflict under the peace process of the Minsk Group of the Conference on Security and Cooperation in Europe (CSCE) and through direct contacts, the Armenian representative said that Azerbaijan itself was in violation of the provisions.
أما فيما يتعلق بقرارات مجلس الأمن، التي طولب فيها الطرفان المعنيان بأن يضطلعا على الفور باستئناف المفاوضات من أجل تسوية النزاع في إطار عملية السلام لدى فريق منسك التابع لمؤتمر الأمن والتعاون في أوروبا، إلى جانب المطالبة بالاتصالات المباشرة، فإن أذربيجان نفسها قد انتهكت أحكام هذه القرارات.

Azerbaijan supported proposals submitted in September by the Co-Chairmen of the OSCE Minsk Conference, the United States, Russia and France.
وقد أيدت أذربيجان المقترحات المقدمة في أيلول/ سبتمبر من الرؤساء المشاركين لمؤتمر منسك التابع لمنظمة اﻷمن والتعاون في أوروبا، أي الولايات المتحدة وروسيا وفرنسا.
