Bearing in mind the important support which has further emerged for the appointment of a special coordinator on APL, on the one hand, and the questions still voiced by some delegations, on the other, I should like to offer some additional comments on behalf of a group of like—minded States.

I believe, as I said in my statement at the conclusion of last year's session of the Conference, that the decision to appoint a special coordinator on the improved and effective functioning of the Conference on Disarmament is primarily a manifestation of the desire of the members of the Conference to explore measures for further improvement of the methods of its functioning.

In order to give more freedom and flexibility to our colleagues - the five ambassadors, former presidents of the Conference - in their initiative, however, I will refrain from formally recommending the continuation of this important exercise through the reappointment at the beginning of the 2003 session of the Conference of a special coordinator on the expansion of the membership of the Conference on Disarmament.

At this stage there seems to be no other solution available than that of designating a special coordinator. He or she should have broad terms of reference, and should take into account the susceptibilities of all concerned, but should show that the CD is open to those with an interest in it and is not a closed club.

٣- كما يقرر المؤتمر تعيين منسّق خاص لالتماس وجهات نظر أعضائه بشأن البند ٧ من جدول اﻷعمال " الشفافية في مسألة نزع السلاح " .

So I join those delegations that expressed some surprise, and I would also like to recall that, in his summary of the high-level meeting of 24 September 2010, the Secretary-General of the United Nations addressed the question of expansion of the Conference and mentioned the idea of the appointment of a special coordinator on the expansion of the membership of this body.
ومن ثَم، أضم صوتي إلى صوت تلك الوفود التي أعربت عن دهشتها لذلك، كما أود أن أشير إلى أن الأمين العام للأمم المتحدة قد تطرّق، في الموجز الذي أعدّه عن الاجتماع الرفيع المستوى المؤرخ في 24 أيلول/سبتمبر 2010، إلى مسألة زيادة عدد أعضاء المؤتمر وذكر فكرة تعيين منسّق خاص معني بهذه المسألة.

33. Another suggestion was to appoint a special coordinator on the efficiency and working methods of the CD, who would analyse its procedures and make recommendations to its members. However, some are sceptical as to whether this exercise would lead to substantial reforms.
33- ومن بين الاقتراحات الأخرى المذكورة، تعيين منسّق خاص معني بمسألة كفاءة المؤتمر وأساليب عمله، يحلل إجراءات المؤتمر ويقدم توصيات إلى أعضائه، مع أن بعض البلدان قد أبدت ارتيابها في قدرة هذه الممارسة على السماح بالتقدم نحو إجراء إصلاحات جوهرية.

I would just like to stress in this regard that a vast majority of States which are presently calling for reappointment of a special coordinator and the start of negotiations have signed both the Ottawa Convention and amended Protocol II. Obviously, no State would promote any agreement that would contradict its obligations under such related instruments.
ورداً على هذا أودّ أن أؤكد فقط في هذا الصدد على أن أغلبية كبيرة من الدول التي تطالب حاليا بإعادة تعيين منسّق خاص وببدء المفاوضات قد وقﱢعت على كل من اتفاقية أوتاوا والبروتوكول الثاني المعدّل. ومن البديهي أنه ليست هناك أي دولة يمكن أن تروّج ﻷي اتفاق من شأنه أن يتعارض مع التزاماتها بموجب مثل هذه الصكوك ذات الصلة.
