the Greater Arab Free Trade Area provides a platform for services liberalization, and the Gulf Cooperation Council has advanced in establishing a common regulatory framework.
وتتيح منطقة التجارة الحرة العربية الكبرى منصة لتحرير الخدمات، كما أن مجلس التعاون الخليجي قد أحرز تقدماً في مجال إنشاء إطار تنظيمي مشترك.

The most recognized of these is the Greater Arab Free Trade Area, established in 1998, with a membership of 14 Arab countries, and expected to come into force in 2005.
ومن أشهر تلك الاتفاقات منطقة التجارة الحرة العربية الكبرى التي أنشئت سنة 1998، بعضوية 14 بلدا عربيا، ويتوقع أن تدخل حيز النفاذ في سنة 2005.

To request the Economic and Social Council of the League of Arab States to take the necessary steps to expedite the establishment of the Greater Arab Free Trade Area in accordance with a programme of action and a timetable to be agreed upon.
تكليف المجلس الاقتصادي والاجتماعي لجامعة الدول العربية باتخاذ ما يلزم نحو الاسراع في إقامة منطقة التجارة الحرة العربية الكبرى وفقا لبرنامج عمل وجدول زمني يتم الاتفاق عليهما. ــ ــ ــ ــ ــ

Free trade zones have also been created in the Middle East through the establishment of the Greater Arab Free Trade Area in 2005 and in South Asia through the South Asian Free Trade Agreement in January 2006.
وأنشئت مناطق للتجارة الحرة أيضا في الشرق الأوسط مع إنشاء منطقة التجارة الحرة العربية الكبرى في عام 2005، وفي جنوب شرق آسيا من خلال اتفاق منطقة التجارة الحرة لجنوب شرق آسيا في كانون الثاني/يناير 2006.

:: We affirm our endeavour to achieve Arab integration through activating the mechanisms of Joint Arab Action and implementing economic integration projects, in particular the agreement on the Greater Arab Free Trade Area.

313. We believe that the operational priority of the Economic and Social Council in its new form should be to focus on the coordination of economic and social activity and to accelerate completion of the Greater Arab Free Trade Area to move to the next stage namely, the establishment of an Arab customs union as a preliminary to a common Arab market.
ونعتقد أن أولوية عمل المجلس الاقتصادي والاجتماعي في صيغته الجديدة ينبغي أن تُركز على تنسيق العمل الاقتصادي والاجتماعي وعلى الإسراع في إنجاز منطقة التجارة الحرة العربية الكبرى للانتقال إلى المرحلة التالية وهى قيام الاتحاد الجمركي العربي تمهيداً لقيام السوق العربية المشتركة.

The Arab countries had also agreed in 1997 to form the Greater Arab Free Trade Area over the next 10 years, starting 1 January 1998. Implementation has started but is advancing at a slow pace.
وكانت البلدان العربية قد اتفقت أيضا، في عام 1997، على إنشاء منطقة التجارة الحرة العربية الكبرى خلال فترة عشر سنوات تبدأ في 1 كانون الثاني/يناير 1998؛ وقد بدأ تنفيذ ذلك ولكن التقدم فيه بطيء.

To expedite the introduction of the Greater Arab Free Trade Area in the light of the growing phenomenon of global economic groupings and the approaching end of the period set for the application of the World Trade Organization Agreement;
- الإسراع بإنجاز منطقة التجارة الحرة العربية الكبرى في ضوء تنامي ظاهرة التكتلات الاقتصادية العالمية وقرب انتهاء الفترة المحددة لتطبيق اتفاقية منظمة التجارة العالمية.

18.30 The subprogramme will continue to work to enhance international trade policy formulation for servicing productive capacity-building and utilization of domestic and regional markets, and intra- and interregional trade in line with regional economic agreements such as the Greater Arab Free Trade Area.
18-30 وسيواصل البرنامج الفرعي العمل على تعزيز عملية وضع سياسات التجارة الدولية، لخدمة بناء القدرات الإنتاجية والاستفادة من الأسواق المحلية والإقليمية وتعزيز التجارة داخل الإقليم وبين الأقاليم، تمشيا مع الاتفاقات الاقتصادية الإقليمية، مثل اتفاق منطقة التجارة الحرة العربية الكبرى.

That we affirm our efforts to achieve Arab integration through activation of the Joint Arab Action system and the execution of joint projects in the economic sphere, including in particular the Greater Arab Free Trade Area and the development of partnership and investment, thereby strengthening Arab economies, stimulating trade, and enabling Arab States to address unsatisfactory aspects of existing international trading systems;
تأكيد سعينا لتحقيق التكامل العربي من خلال تفعيل آليات العمل العربي المشترك وتنفيذ المشروعات المشتركة في المجال الاقتصادي، خاصة منطقة التجارة الحرة العربية الكبرى وتنمية الشراكة والاستثمار بما يعزز الاقتصادات والتجارة العربية، وجعلها قادرة على مواجهة الاختلالات القائمة في نظم التجارة الدولية.

To urge Member States which have not yet completed the measures for accession to the Greater Arab Free Trade Zone to do so promptly;
حث الدول العربية التي لم تستكمل بعد إجراءات الانضمام إلى منطقة التجارة الحرة العربية الكبرى إلى الإسراع في ذلك.

To step up Arab efforts to improve intermediary trade by strengthening and promoting the Greater Arab Free Trade Zone;
- تعزيز الجهود العربية تجاه تحسين التجارة البيئية عن طريق تقوية ودعم منطقة التجارة الحرة العربية الكبرى.

3. To declare that a clear mechanism shall be established to deal with trade restrictive measures, including a graduated system of penalties which may be applied to States that take measures at variance with the provisions of GAFTA, and which Member States may apply as necessary;
أن يتم وضع آلية واضحة للتعامل مع الإجراءات المقيدة للتجارة، بما في ذلك وضع نظام متدرج للعقوبات التي يمكن أن تطبق على الدول التي تتخذ إجراءات متعارضة مع أحكام منطقة التجارة الحرة العربية الكبرى ويكون للدول الأعضاء الحق في تطبيقها عند اللزوم.

Syria is also a member of the larger Arab free-trade area, set up under the auspices of the League of Arab States as the first stage in the creation of an Arab common market.
وسورية أيضاً عضو في منطقة التجارة الحرة العربية الكبرى في إطار الجامعة العربية كمرحلة أولى في سبيل إقامة سوق عربية مشتركة واحدة.

This trend was highlighted by Saudi Arabia's preparations for joining the World Trade Organization and the ongoing Greater Arab Free Trade Agreement process.
وهذا الاتجاه برز في تحضيرات المملكة العربية السعودية للانضمام إلى منظمة التجارة العالمية وفي العملية الجارية حاليا لتحقيق منطقة التجارة الحرة العربية الكبرى.
