The Special Rapporteur considers that return of displaced Croats to the region of Eastern Slavonia can only occur as part of an integrated return programme which also ensures that Serbs may return to their homes elsewhere in Croatia in safety and dignity.
وترى المقررة الخاصة أن عودة المشردين الكرواتيين إلى منطقة سلافونيا الشرقية لا يمكن أن تتم إلا في إطار برنامج متكامل للعودة يكفل أيضا للصرب أن يعودوا إلى ديارهم في أنحاء أخرى من كرواتيا بأمان وكرامة.

With the imminent departure of UNTAES, the local Serb population in the region of Eastern Slavonia continued to be concerned about the amnesty law and, in particular, the uncertainty about precisely who is covered by the law’s provisions.

It should be noted that the ICRC has organized, for the first time, eight family visits to nearly 25 detainees in Croatia whose family members are in the Eastern Slavonia region.

It underlines that equitable application of that law is vital for building confidence and promoting reconciliation in Croatia as well as for the peaceful reintegration of the region of Eastern Slavonia, Baranja and Western Sirmium.

91. In the former Sector North, because of an influx of returnees from the region of Eastern Slavonia, it is feared that the security situation could deteriorate.

Major human rights concerns related to the region of Eastern Slavonia, Baranja and Western Sirmium, still under United Nations administration at the time of writing, have been incorporated.
وقد أُدرجت فيه أيضاً الهموم الرئيسية المتعلقة بحقوق اﻹنسان في منطقة سلافونيا الشرقية وبارانيا وسيرميوم الغربية التي كانت لا تزال خاضعة ﻹدارة اﻷمم المتحدة عند كتابة هذا التقرير.

The Special Rapporteur has also been encouraged by some positive measures taken with respect to the peaceful reintegration of the region of Eastern Slavonia into Croatia, and the provision of humanitarian assistance to vulnerable populations in the country.
وتشعر المقررة الخاصة أيضا بالتشجيع بفضل بعض التدابير الايجابية المتخذة في صدد اعادة ادماج منطقة سلافونيا الشرقية في كرواتيا بطريقة سلمية وتقديم مساعدة إنسانية للسكان المعرضين في البلد.

88. The JIC is currently considering proposals for international human rights monitoring missions in the region of Eastern Slavonia.
٨٨- وتنظر لجان التنفيذ المشتركة حاليا في اقتراحات بارسال بعثات رصد دولية في صدد حقوق اﻹنسان الى منطقة سلافونيا الشرقية.

It was sparked by the voluntary return of 9 displaced persons from the region of Eastern Slavonia, provoking some 150 ethnic Croat settlers from Bosnia and Herzegovina to riot. Armed with stones and wooden sticks, they attacked and beat the returnees, destroyed their homes and ransacked their personal possessions.
فقد وقع الحادث إثر عودة ٩ أشخاص عودة طوعية من منطقة سلافونيا الشرقية مما حدا ﺑ ١٥٠ مستوطنا كرواتيا من البوسنة والهرسك إلى إحداث شغب، حيث تسلحوا بالحجارة والعصي الخشبية وهجموا على العائدين وضربوهم ودمروا مساكنهم وسلبوا ممتلكاتهم الشخصية.

89. According to the Government's aide-mémoire of 13 August 1997, a total of 14,788 requests for the return of Croat displaced persons to the Eastern Slavonia region, affecting 42,325 persons, had been filed with ODPR.
٩٨- ووفقاً لمذكرة الحكومة المؤرخة في ٣١ آب/أغسطس ٧٩٩١، قُدﱢم ما مجموعه ٨٨٧ ٤١ طلباً إلى مكتب المشردين والعائدين من أجل عودة مشردين كرواتيين إلى منطقة سلافونيا الشرقية وتمس هذه الطلبات ٥٢٣ ٢٤ شخصاً.

78. The Special Rapporteur has previously noted her view that the adoption of the Amnesty Law on 25 September 1996 was a positive step for both the return of Croatian Serb refugees and the peaceful reintegration of the Eastern Slavonia region into the rest of Croatia.
٨٧- سبق أن أعربت المقررة الخاصة عن رأيها بأن اعتماد قانون العفو المؤرخ في ٥٢ أيلول/سبتمبر ٦٩٩١ يشكل خطوة إيجابية لعودة اللاجئين الصرب الكرواتيين واندماج منطقة سلافونيا الشرقية سلمياً في بقية كرواتيا.
