١٥ - وسلمت اللجنة بأن اﻷخذ بنهج تدريجي يمكن أن يسهل إحراز تقدم متزايد نحو تدابير إقليمية وعالمية لضمان السلم واﻷمن والاستقرار والتعاون في المنطقة، مما يفضي إلى إنشاء منطقة سلم في منطقة المحيط الهندي.

6. The establishment of a zone of peace in the Indian Ocean was inconceivable without the involvement of all the main users of the Indian Ocean, some of whom, unfortunately, were not participating in the Committee's work.
٦ - واختتم كلمته بقوله إن إنشاء منطقة سلم في المحيط الهندي مسألة لا يمكن تصورها دون مشاركة جميع المستخدمين الرئيسيين للمحيط الهندي، الذين لا يشارك البعض منهم، لﻷسف، في أعمال اللجنة.

In keeping with that resolution, the Committee's work should reflect the current international atmosphere, which had enhanced the role of the United Nations in peace-keeping and peacemaking. The attainment of a zone of peace in the Indian Ocean would contribute to the preservation of international peace and security.
وعملا بهذا القرار، ينبغي ﻷعمال اللجنة أن تعكس المناخ الدولي الراهن، الذي أدى إلى تعزيز دور اﻷمم المتحدة في حفظ السلم وصنع السلم، ومن شأن التوصل إلى إنشاء منطقة سلم في المحيط الهندي أن يساهم في صون السلم واﻷمن الدوليين.

3. Any efforts to establish a zone of peace in the Indian Ocean must be focused on finding common ground acceptable to both the external Powers and the Indian Ocean States.
٣ - وأردف قائلا إن كل المساعي المعنية بإنشاء منطقة سلم في منطقة المحيط الهندي ينبغي تركيزها على إيجاد أساس مشترك يكون مقبولا للدول الواقعة خارج المنطقة وكذلك لدول المحيط الهندي.

Any discussion should be aimed at the achievement of some kind of understanding with regard to the possible forms of cooperation among the countries of the region and external Powers, so that all States could assume specific responsibilities leading to the establishment of a zone of peace in the Indian Ocean.
وأية مناقشة ينبغي أن تستهدف تحقيق نوع من التفاهم فيما يتعلق بأشكال التعاون الممكنة بين بلدان المنطقة والدول الواقعة خارج حدودها، لكي تأخذ جميع الدول على عاتقها التزامات محددة تؤدي الى إنشاء منطقة سلم في المحيط الهندي.

We are cognizant of the initiative for the establishment of a zone of peace in the Indian Ocean and request that support be given to the Ad Hoc Committee on the Indian Ocean as it continues its task of addressing new alternative approaches to the achievement of the goals set forth in the Declaration as well as to its own future role.
