For the purpose of this paragraph, any instrument deposited by a regional economic integration organization shall not be counted as additional to those deposited by member States of such organization.
ولأغراض هذه الفقرة، يتعين عدم اعتبار أي صك تودعه منظمة تكامل اقتصادي اقليمية صكا اضافيا الى الصكوك التي أودعتها الدول الأعضاء في تلك المنظمة.

1. Any other State or regional economic integration organization that has not signed the Convention in accordance with its article 36, paragraphs 1 and 2, may apply to the bureau for observer status, which shall be accorded on the decision of the Conference.
1- يجوز لأي دولة أو منظمة تكامل اقتصادي اقليمية أخرى لم توقع على الاتفاقية وفقا للفقرتين 1 و2 من المادة 36 من الاتفاقية أن تقدم إلى المكتب طلبا للحصول على صفة مراقب، وتمنح تلك الصفة بقرار من المؤتمر.

4. This Protocol is open for accession by any State or any regional economic integration organization of which at least one member State is a Party to this Protocol.
4- هذا البروتوكول قابل لأن تنضم اليه أي دولة أو أي منظمة تكامل اقتصادي اقليمية تكون دولة واحدة على الأقل من الدول الأعضاء فيها طرفا في هذا البروتوكول.

1. Subject to prior written notification to the Secretary-General, any State or regional economic integration organization signatory to the Convention in accordance with its article 36, paragraphs 1 and 2, shall be entitled to participate as an observer in the deliberations of the Conference.
1- رهنا بتوجيه إشعار خطي مسبق إلى الأمين العام، يحق لأي دولة أو منظمة تكامل اقتصادي اقليمية موقعة على الاتفاقية وفقا للفقرتين 1 و2 من المادة 36 من الاتفاقية أن تشارك بصفة مراقب في مداولات المؤتمر.

3. For the purposes of paragraphs 1 and 2, any instrument deposited by a regional economic integration organization shall not be counted as additional to those deposited by States members of the organization.
٣- ﻷغراض الفقرتين ١ و٢، أي صك تودعه أي منظمة تكامل اقتصادي اقليمية لا يُعد إضافة للصكوك المودعة من جانب الدول اﻷعضاء في هذه المنظمة.

The Convention was signed in Paris on October 14 and 15, 1994 by a large number of States and one regional economic integration organization.
ووقع على الاتفاقية في باريس في ٤١ و٥١ تشرين اﻷول/أكتوبر ٤٩٩١ عدد كبير من الدول، بالاضافة الى منظمة تكامل اقتصادي اقليمية.

3. For the purposes of paragraphs 1 and 2, any instrument deposited by a regional economic integration organization shall not be counted as additional to those deposited by States members of the organization.
٣ - ﻷغراض الفقرتين ١ و٢، أي صك تودعه أي منظمة تكامل اقتصادي اقليمية لا يُعد إضافة للصكوك المودعة من جانب الدول اﻷعضاء في هذه المنظمة.

The draft rules of procedure for the Conference of the Parties provide that, subject to prior written notification to the Secretary-General, any State or regional economic integration organization signatory to the Convention in accordance with its article 36, paragraphs 1 and 2, shall be entitled to participate as an observer in the Conference.
ينص مشروع النظام الداخلي لمؤتمر الأطراف على أنه يحق لأي دولة أو منظمة تكامل اقتصادي اقليمية موقّعة على الاتفاقية وفقا للفقرتين 1 و2 من المادة 36 من الاتفاقية، رهنا بتوجيه إشعار خطي مسبق إلى الأمين العام، أن تشارك في المؤتمر بصفة مراقب.

In accordance with article 36, paragraph 2, of the CCD, for each State or regional economic integration organization which ratifies, accepts or approves the CCD or accedes thereto after the deposit of the fiftieth instrument of ratification, acceptance, approval or accession, the CCD enters into force on the ninetieth day after the date of deposit with the depositary of its instrument.
وفقاً للفقرة ٢ من المادة ٦٣ من اتفاقية مكافحة التصحر، يبدأ نفاذ الاتفاقية، بالنسبة إلى كل دولة أو منظمة تكامل اقتصادي اقليمية تصدق على الاتفاقية أو تقبلها أو توافق عليها أو تنضم إليها بعد ايداع الصك الخمسين للتصديق أو القبول أو الموافقة أو الانضمام، في اليوم التسعين من تاريخ ايداع هذه الدولة أو منظمة التكامل الاقتصادي اﻹقليمية هذه صك تصديقها أو قبولها أو موافقتها أو انضمامها.

4. In accordance with article 36, paragraph 2, of the CCD, for each State or regional economic integration organization which ratifies, accepts or approves the CCD or accedes thereto after the deposit of the fiftieth instrument of ratification, acceptance, approval or accession, the CCD enters into force on the ninetieth day after the date of deposit with the depositary of the relevant instrument.
٤- وفقاً للفقرة ٢ من المادة ٦٣ من اتفاقية مكافحة التصحر، يبدأ نفاذ الاتفاقية، بالنسبة إلى كل دولة أو منظمة تكامل اقتصادي اقليمية تصدق على الاتفاقية أو تقبلها أو توافق عليها أو تنضم إليها بعد إيداع الصك الخمسين للتصديق أو القبول أو الموافقة أو الانضمام، في اليوم التسعين من تاريخ إيداع هذه الدولة أو منظمة التكامل الاقتصادي اﻹقليمية هذه صك تصديقها أو قبولها أو موافقتها أو انضمامها.

2. For each State or regional economic integration organization ratifying, accepting, approving or acceding to this Protocol after the deposit of the fortieth instrument of such action, this Protocol shall enter into force on the thirtieth day after the date of deposit by such State or organization of the relevant instrument or on the date this Protocol enters into force pursuant to paragraph 1 of this article, whichever is the later.
2- يبدأ نفاذ هذا البروتوكول، بالنسبة لكل دولة أو منظمة تكامل اقتصادي اقليمية تصدّق على هذا البروتوكول أو تقبله أو تقرّه أو تنضم اليه بعــد ايداع الصك الأربعين من تلك الصكوك، في اليوم الثلاثين من تاريخ ايداع تلك الدولة أو المنظمة الصك ذا الصلة، أو في تاريخ بدء نفاذ هذا البروتوكول عملا بالفقـرة 1 من هذه المادة، أيهما كان اللاحق.
