These allegations appeared in the report produced by the Washington, D.C.-based non-governmental organization Human Rights Watch Arms Project, entitled " Rearming with impunity: international support for the perpetrators of the Rwandan genocide " , and were supplemented in numerous local and international media accounts, as well as personal interviews conducted by the Commission.

In June 1994, Human Rights Watch/Middle East published a report entitled " Torture and Ill-Treatment: Israel's Interrogation of Palestinians from the Occupied Territories " , stating that despite the withdrawal of most Israeli troops from Gaza and Jericho, torture and ill-treatment continued to be practised by Israel's interrogation agencies in the areas of the West Bank that remained under direct Israeli military rule.

In 2007, the Ministry of Social Development drafted new legislation governing the regulation of civil society organizations, but at the time of the writing of the contribution by HRW, the Ministry had not submitted the draft to the Shura Council or the Chamber of Deputies, and refused to share the draft with affected organizations.
