Many speakers noted the specificity afforded by the Organized Crime Convention, which established the element of financial or other material benefit as the main motivator of organized criminal groups, removing from the scope of application of article 5 the participation in a group with purely political or social aims.
25- ولاحظ كثير من المتكلِّمين الخصوصية التي جاءت بها اتفاقية الجريمة المنظَّمة، التي اعتبرت عنصر المنفعة المالية أو أيَّ منفعة مادية أخرى هو الحافز الرئيسي للجماعات الإجرامية المنظَّمة، فاستبعدت بذلك من نطاق تطبيق المادة 5 المشاركةَ في جماعة ما لأهداف سياسية أو اجتماعية بحتة.

1. Each State Party shall adopt such legislative and other measures as may be necessary to establish as criminal offences, when committed intentionally and in order to obtain, directly or indirectly, a financial or other material benefit:
