Following the collapse of the Soviet Union in autumn 1991, both Armenia and Azerbaijan became independent States.
وبعد انهيار الاتحاد السوفياتي في خريف عام 1991 أصبحت كل من أرمينيا وأذربيجان دولة مستقلة.

ولطالما أكد الاتحاد ضرورة إبرام اتفاق سياسي دائم بخصوص ناغورنو - كاراباخ يحظى بقبول كل من أرمينيا وأذربيجان.

According to the letter, " the Secretary-General is encouraged by the positive dynamic recently observed in the Nagorno-Karabakh peace process " and " hopes that Armenia and Azerbaijan will sustain this momentum and achieve a breakthrough in the conflict settlement process " .
ووفقا للرسالة نفسها " فقد تشجع الأمين العام بسبب الديناميكية الإيجابية التي لمسها مؤخرا في عملية السلام في ناغورنو كاراباخ " و " يأمل أن تحافظ كلاّ من أرمينيا وأذربيجان على هذا الزخم وأن تحقق طفرة في عملية تسوية النزاع " ().

During my visit to Baku and Yerevan in October/November last year, the first such visit of a Secretary-General to the newly independent transcaucasian nations, I was able to obtain a first-hand assessment of the very serious effects of this conflict, in particular in its humanitarian dimension, on both Armenia and Azerbaijan.
٨٦٧ - وخــلال زيارتي الى باكو ويريفان في تشرين اﻷول/أكتوبر - تشرين الثانــي/نوفمبــر مـــن العــام الماضي - وهي أول زيارة يقوم بها أمين عام الى دول ما وراء القوقاز المستقلة حديثا - تمكنت من اجراء تقييم مباشر لﻵثار البالغة الخطورة المترتبة على هذا الصراع، ولا سيما من بعده اﻹنساني، بالنسبة لكل من أرمينيا وأذربيجان.
