These characteristics of the UNCCD make it a primary tool for fighting poverty and land degradation in the drylands.

15. This provision of the Aarhus Convention is to a large extent similar to article 28, paragraph 2, of the UNCCD.

١- تضمنت الفقرة ٢ من المادة ٤٢ من اتفاقية مكافحة التصحر النص على أن " يضع مؤتمر اﻷطراف قائمة بأسماء خبراء مستقلين من ذوي الخبرة الفنية والتمرس في الميادين ذات الصلة ويحتفظ بهذه القائمة.

Article 26 of the Convention to Combat Desertification requires that each Party shall communicate to the Conference of Parties at its ordinary sessions, through the secretariat, reports on measures which it has taken for the implementation of the Convention.
إن المادة 26 من اتفاقية مكافحة التصحر تتطلب من كل طرف من الأطراف أن يوافي مؤتمر الأطراف في دوراته العادية، من خلال الأمانة، بتقارير عما اتخذه من تدابير في سبيل تنفيذ أحكام الاتفاقية.

35. Article 3 of the CCD suggests an approach to implementation that is integrated and based on partnership and participation.

The involvement of local as well as national actors in the process of elaboration and subsequent implementation of the national action programme is a decisive and necessary condition for maximizing the benefit of the CCD.
إن مشاركة الجهات الفاعلة، المحلية منها والوطنية، في عملية صياغة برنامج العمل الوطني ثم تنفيذه تشكل شرطا حاسما ولا بد منه للاستفادة على أحسن وجه من اتفاقية مكافحة التصحر.

Article 21, paragraph 5, of the CCD requires COP 1 to identify an organization to house the Global Mechanism and to agree on its modalities.
تتطلب الفقرة ٥ من المادة ١٢ من اتفاقية مكافحة التصحر أن يعين مؤتمر اﻷطراف، في دورته اﻷولى، منظمة ﻹيواء اﻵلية العالمية وأن يتفق مع هذه المنظمة على طرائق لهذه اﻵلية.

Article 24, paragraph 1, of the CCD provides that COP 1 shall decide on the terms of reference of the Committee on Science and Technology.

However, all these sections remain relevant for the purpose of assisting the COP in its deliberations on formulating procedures and mechanisms required for the purposes of articles 27 and 28 of the UNCCD.

We greatly appreciate your invitation to make a statement on the interest and capacity of UNEP to host the Global Mechanism as described in Article 21 of the Convention to Combat Desertification.
إننا نقدر حق التقدير دعوتكم لنا الى تقديم بيان عن مدى اهتمام برنامج اﻷمم المتحدة للبيئة باستضافة اﻵلية العالمية على النحو الوارد وصفه في المادة ١٢ من اتفاقية مكافحة التصحر وقدرته على ذلك.

Recalling that the Conference of the Parties (COP), in accordance with article 21, paragraphs 5 and 6, of the Convention to Combat Desertification in Those Countries Experiencing Serious Drought and/or Desertification, particularly in Africa, shall:
إذ يشير إلى أن المؤتمر سوف يقوم، طبقاً للفقرتين ٥ و٦ من المادة ١٢ من اتفاقية مكافحة التصحر في البلدان التي تعاني من الجفاف الشديد و/أو من التصحّر، وبخاصة في أفريقيا، بما يلي:

The report contains a self-assessment of the actions taken by the Global Mechanism in this period, so as to facilitate the first review of the policies, operational modalities and activities of the Global Mechanism, as called for in Article 21 of the Convention to Combat Desertification.
ويحتوي هذا التقرير تقييما ذاتيا للأعمال التي اضطلعت بها الآلية العالمية في هذه الفترة، بغية تسهيل الاستعراض الأول لسياسات الآلية العالمية وطرائق عملها وأنشطتها، على نحو ما طُلب في المادة 21 من اتفاقية مكافحة التصحر.
