The two resolutions must be kept separate because of the different nature of each of the Articles in terms of mandatory status and the responsibility of industrial countries described in Appendix I of the Agreement within the context of para 14 of Article 3; and because the process and mechanisms for implementing the agreement are different from those for implementing the Protocol.

While reminding the State party of its obligation to respect the right to freedom of opinion and expression when implementing article 4 of the Convention in the context of the Committee's general recommendation XV, the Committee recommends to the State party that it strengthen its efforts to combat racist propaganda on the Internet.

8.5 The Committee recalls its general comment No. 1 on implementation of article 3 of the Convention in the context of article 22, which states that while it is not necessary to demonstrate that the risk of torture is highly probable, the risk must be personal and present.

10.3 The Committee recalls its general comment No. 1 on implementation of article 3 of the Convention in the context of article 22, which states that the Committee is to assess whether there are substantial grounds for believing that the complainant would be in danger of torture if returned to the country in question.

9.4 The Committee recalls its general comment No. 1 (1997) on the implementation of article 3 of the Convention in the context of article 22, according to which the risk of torture must be assessed on grounds that go beyond mere theory or suspicion.

The Committee urges the State party to ensure that mothers and fathers share equally the legal responsibilities for their children, in accordance with article 18, paragraph 1, of the Convention in the context of the upcoming Family Protection Bill and to develop and conduct awareness-raising programmes on parents' equal responsibilities in child rearing.
44- تحُث اللجنة الدولة الطرف على ضمان تقاسم الأبوين بالمساواة بينهما المسؤولية القانونية عن أطفالهما، بموجب الفقرة 1 من المادة 18 من الاتفاقية في سياق مشروع قانون حماية الأسرة المستقبلي وعلى تطوير برامج للتوعية بتساوي الأبوين في تحمل مسؤوليات تنشئة الأطفال.
