Under the new article 49, States other than the injured State could request cessation of the internationally wrongful act and guarantees of non-repetition; they could even demand compliance with the obligation of reparation in the interest of the injured State or beneficiaries of the obligation breached.

77. In the case of serious breaches as defined in article 41, however, under article 54, paragraph 2, any State might take countermeasures in the interest of the beneficiaries of the obligation breached.
